Overview of the Digital Transformation Offensive program (OTN) — Stream 2 – Optimization program
The Offensive de Transformation Numérique (OTN) program, in collaboration with the Quebec Ministry of Economy, Innovation, and Energy, offers a grant of up to 75% of eligible expenses to support food processing companies in Quebec to implement digital transformation initiatives aimed at enhancing productivity and competitiveness. Eligible activities include the selection, purchase, and integration of digital solutions and technologies such as business intelligence, artificial intelligence, and data warehousing to optimize operations.
Financing terms and conditions
- Funding is available for up to 75% of eligible project expenses.
- The company applying must demonstrate the capacity to invest 40% of the total project funding, which translates to $10,000 for a $25,000 project.
- The project duration must be completed within a 4-month timeframe from the date the agreement is signed between the CTAQ and the company, with possible reasonable extensions.
- The program is open until June 30, 2025.
Eligible projects & activities
- Accompanying and advising businesses in developing a digital transformation plan, including evaluating their digital maturity.
- Implementation of digital technologies and tools within food transformation businesses to enhance productivity and competitiveness.
- Optimization projects such as data warehousing, business intelligence (BI), and artificial intelligence (AI) implementation.
- Providing webinars, articles, case studies, and training to address identified challenges and support digital transformation efforts.

Eligibility criteria of the Digital Transformation Offensive program (OTN) — Stream 2 – Optimization program
- The applicant must be a transformer in the food processing sector.
- The company must have completed a digital diagnostics exercise, which may be subsidized by Investissement Québec.
- The company should have undergone strategic planning exercises.
- The applicant needs to demonstrate the capacity to finance 40% of the total project cost, exemplified by an investment of $10,000 on a project valued at $25,000.
- The company must have sufficient human resources to complete the process in a short timeframe.
- The company should have an annual revenue of at least $1 million from the previous fiscal year.

- Companies in the food processing industry in Quebec
- Food processors, defined as businesses transforming raw or fresh foods into processed outputs

- Companies not classified as food processors.
- Agricultural companies and sectors.
- Firms involved in transportation related to the food industry.
- Packaging companies for food products.
- Providers of technology solutions for the food processing industry.

- Consulting fees for expert guidance and support in the digital transition process.

Preparation of the digital diagnosis
Complete a digital diagnosis by seeking financial support from Investissement Québec if necessary.

Development of a strategic planning
Carry out a simplified strategic planning exercise including the company's mission, vision, and development axes.

Verification of financial criteria and human resources
- Ensure that you have the capacity to invest 40% of the total project funding.
- Check that the company has the human resources to defend this project within a short timeframe.

Preparation of supporting documents
Gather the necessary documents justifying a minimum turnover of $1M in the previous year.

Filling out the application form
Download and complete the application form and the prequalification form.

Send the required forms and documents by email to otn@conseiltaq.com.
Additional information
- Projects must be completed within a period of 16 weeks (4 months) from the agreement signature date; reasonable extensions may be considered.
- The OTN program for the food transformation sector ends on June 30, 2025.
- The list of required supporting documents is provided in program documentation.
- Applicants are recommended, but not required, to consult with suggested digital transformation integrators; any independent integrator not acting as a technology solution provider is permitted.
