Who is eligible?

  • Collective promoters with a Quebec business number
  • Employers participating in the project, including private for-profit companies, cooperatives, and non-profit organizations
  • Managers and employees in employment, including first-level, intermediate, and senior managers
  • People officially designated to take a management position within the first six months after training

Who is not eligible

  • Companies and organizations with 100 employees or more
  • Municipalities
  • Ministries, agencies, and state-owned corporations of the Government of Quebec
  • Ministries, agencies, and state-owned corporations of the Government of Canada
  • Political parties or political associations

Eligible expenses

  • Elaboration and adaptation of an existing training program
  • Delivery of the training, including participants’ salaries
  • Other expenses related to project administration
  • Travel, meal, and accommodation expenses
  • Training materials and class tests

Ineligible Costs and Activities

  • Colloquiums, congresses, symposiums, lunch-and-learn events, and similar events
  • Self-directed training without a formal framework
  • Information sessions

How to apply

  • Eligible promoters must complete the application form.
  • A request for financial assistance may be sent by email with all required and relevant documents to partenaires@mess.gouv.qc.ca.

Processing and Agreement

  • Projects are analyzed by a ministry adviser.
  • When two or more projects are judged equivalent, the date and time of submission are used as the final tie-breaker.

Additional information

  • The program is administered by call for projects.
  • Projects are processed and accepted continuously after analysis, until the available budget is exhausted.
  • A project functionally identical to another already funded project cannot be selected before the previous project ends.
  • The Commission des partenaires du marché du travail may end the call for projects whenever it sees fit.
