- Creative Completion Plan; Director’s Vision and Intentions; Previous Work of Director(s), if applicable; Track Record Summary for all Producers, Directors and Screenwriters; and Audience Engagement and Discoverability Plan.
- Financing Plan; and Details of All Confirmed and Projected Financing.
- Firm Commitment from a Canadian Distributor for applications where the production budget is $3.5M or more or a distributor is attached; and International Coproduction Agreement(s) for minority coproductions with a Canadian share of 30% or less.

Who is eligible?
- Canadian-controlled audiovisual production companies with their head office and activities in Canada.
- Broadcaster-affiliated production companies based outside Quebec that meet the basic eligibility criteria.
Who is not eligible
- Individuals are not eligible to apply.
Eligible expenses
- Costs associated with the final polish of the script, closing agreements with financial participants, attaching cast, and early pre-production.
Ineligible Costs and Activities
- Projects done on contract for, or produced by, a government agency.
- Projects produced primarily for industrial, corporate or institutional purposes, or advertising.
- Student projects.
- Projects using film as a tool to record or document existing artworks.
- Documentary or non-fiction projects, conventional television entertainment such as pilots, movies-of-the-week and news reports, and projects not destined for a theatrical or festival audience.
Selection criteria
- Applications are evaluated on Creative Elements, Track Record of the Key Creative Personnel, Project Viability, and Cultural Impact and Audience Reach Potential.
- Weights are 50/20/10/20 for projects under $3.5M, 40/20/20/20 for projects of $3.5M and more, and 25/20/35/20 for minority coproductions with a Canadian share of 30% or less.
- The decision-making process considers diversity of voices and a balanced portfolio reflecting a variety of genres, budgets, company sizes, regions across the country, and different viewpoints.
- Telefilm may prioritize projects whose key creative personnel are members of Indigenous, Black people, People of Colour, 2SLGBTQIA+ individuals, gender-diverse identities and expressions, persons with disabilities, or Official Language Minority Communities, and gender parity and intersectionality are considered.
How to apply
- Complete the online application form and upload the required documents in Dialogue.
- Submit all required documents with the application form at the time of submission.
- If your application is incomplete, submit the missing documentation within the five-business-day notice period.
- Submit all application documents exclusively in one language, either English or French.
Processing and Agreement
- If the application is complete, Telefilm will aim to make funding decisions on production financing requests within 80 business days of the closing date.
- If the application is incomplete, Telefilm will notify the applicant and give five business days to submit missing documentation.
- Documentation submitted after the application form or after the incomplete-file notice period may not be considered in the decision-making process.
- Telefilm may request additional information at any time.
- If a greenlight advance is not followed by production with Telefilm support, it is treated as a non-equity repayable advance, generally repayable on the earlier of the first day of principal photography or the sale, assignment or other disposition of the project rights.
