Overview
The PISAQ – Stream 3 grant supports the accessibility of veterinary services for Quebec farm operations by subsidizing veterinary travel costs, with financial assistance available based on distance traveled and a maximum of 52 subsidized trips per farm, per fiscal year. Eligible activities include on-farm veterinary visits for a minimum of 15 minutes, with regular travel funded at $33 for the first 25 km and $3.30/km thereafter, and emergency travel at $5 for the first 25 km and $4.95/km thereafter.
Financing terms and conditions
- For regular veterinary visits: $33.00 is covered for the first 25 kilometers, and $3.30 per kilometer thereafter; the farmer contributes $41.20 per regular visit.
- For emergency veterinary visits: $5.00 is covered for the first 25 kilometers, and $4.95 per kilometer thereafter; the farmer contributes $108.25 per emergency visit.
- A maximum of 52 eligible displacements per farm per financial year.
- Visits related to a priority animal health issue (sub-section 4.1) receive an additional $41.20 in financial support.

Eligibility
- The applicant must be an agricultural enterprise registered with the Ministry of Agriculture, Fisheries and Food of Quebec in accordance with the Regulation on the registration of agricultural operations and the payment of property taxes and compensations.
Who is eligible?
- Agricultural operations registered with the Ministère de l'Agriculture, des Pêcheries et de l'Alimentation (MAPAQ) under the Regulation respecting the registration of agricultural operations and the payment of property taxes and compensations
Eligible expenses
- Travel expenses for veterinarians to livestock sites when providing veterinary services lasting at least 15 minutes and billed to the agricultural operation, between April 1, 2025, and March 31, 2028.

How to apply
- Step 1: Engage a PISAQ-Registered VeterinarianContact a veterinarian who is registered with the PISAQ program.
- Arrange the required veterinary service for your agricultural operation.
- Step 2: Veterinarian Completes Visit and RecordThe registered veterinarian conducts the farm visit and provides at least 15 minutes of billable veterinary service.
- After the service, the veterinarian fills out a veterinary record ('relevé vétérinaire') for the eligible visit.
- Step 3: Submission of Veterinary RecordThe veterinarian or the veterinary establishment submits the completed veterinary record to the program, using the official procedure via the establishment from which the veterinarian invoiced the visit.
- Submissions must be made before the end of the month following the month of the visit.
- A maximum of two transmissions per month per veterinary establishment is allowed.
- Step 4: Application Acknowledgement and Payment ProcessingThe program authority sends an acknowledgment of receipt to the veterinary establishment upon receiving the submission.
- If the application is approved, a payment notice is sent by email within 30 days to the veterinary establishment.
Additional information
- A maximum of 52 eligible trips per agricultural enterprise is permitted per fiscal year.
- The financial year runs from April 1 to March 31 of the following calendar year.
- Submitting late veterinary records results in a 0.2% reduction of the payable amount per day of delay.
- Veterinary records for reimbursement must be submitted no later than April 30, 2028.
