Overview of the PISAQ – Stream 1 program
The PISAQ – Stream 1 grant offers up to $150,000 per applicant annually to support Québec veterinary establishments serving agricultural operations, with a focus on workforce attraction and retention. Eligible activities include expanding administrative teams, hiring animal health technicians, and initiatives that enhance or diversify veterinary service delivery in targeted regions.
Financing terms and conditions
- Non-repayable financial contribution covering up to 50% or 75% of eligible expenses, depending on project type and region.
- Maximum financial assistance of $150,000 per applicant per fiscal year.
- Funds are paid in two installments, each representing 50% of the total granted amount.
- Specific premiums for hiring and retaining new veterinarians: up to $30,000 per eligible veterinarian (IFEV 2) or $60,000 per eligible veterinarian (IFEV 3, 4, 5), with overall caps per applicant.
- Additional incentives for veterinary services in remote regions, ranging from $76 to $458 per veterinary report, according to location.

Eligibility criteria of the PISAQ – Stream 1 program
- The applicant must be a targeted veterinary establishment providing services to agricultural operations in its region.
- The veterinary establishment must have an IFEV (Fragility Index of Veterinary Establishments) category of 2, 3, 4, or 5 at the time of project submission.
- The proposed project must aim to strengthen the establishment's ability to attract and retain veterinary workforce to serve local agricultural operations.
- The project must be carried out within the province of Quebec.
- The project must be completed no later than June 30 of the financial year following the date the complete application is submitted.

Eligibility criteria of the PISAQ – Stream 1 program
- Applications and projects are analyzed by representatives of the minister to ensure the applicant and the project meet admissibility requirements.
How to apply to the PISAQ – Stream 1 program
- Step 1: Review Call for ProjectsConsult the current call for projects to ensure your project fits eligible categories and deadlines.
- Note the application deadline as published in the call for projects (e.g., May 31, 2025).
- Step 2: Prepare Required DocumentsComplete the financial assistance application form.
- Fill in the project cost annex.
- Prepare all supporting documents relevant to your project, as detailed in the program guidelines.
- Step 3: Submit ApplicationSend the completed financial assistance application form and the project cost annex by email to pisaq@mapaq.gouv.qc.ca before the stated deadline.
- Step 4: Submission ConfirmationYou will receive an acknowledgment of receipt by the Ministry once your documents have been submitted.
- Step 5: Application ReviewYour application will be analyzed by representatives of the Ministry to confirm eligibility and assess the proposed projects.
Additional information
- The maximum financial assistance is $150,000 per applicant per fiscal year.
- Financial contributions from applicants must be provided in cash for all project types.
- Financial support is provided as a non-repayable contribution, disbursed in two equal payments.
- Veterinary records submitted late incur a penalty of 0.2% for each day of delay, reducing the payable amount.
