- Staff salaries and related employer charges for project work.
- Travel, accommodation, room and equipment rental costs.
- Communications, advertising, and information-dissemination costs.
- Content design and administrative costs within the allowed limit.

- Expenses not directly related to the project.
- Expenses incurred before the application date.
- Building, land, vehicle, and equipment improvement or construction costs.
- Participant meals, drinks, gifts, and travel costs for attendees.
- Application preparation fees and non-justified professional fees.
