- Communications, advertising, and information-dissemination costs.

- Expenses incurred before the application date.
- Building, land, vehicle, and equipment improvement or construction costs.
- Participant meals, drinks, gifts, and travel costs for attendees.
- Application preparation fees and non-justified professional fees.
