Who is eligible?
- The for-profit businesses legally incorporated under the laws of the Government of Quebec or Canada.
- Social economy enterprises engaged in commercial activities.
Who is not eligible
- Applicants that are or use the services of subcontractors listed in the Register of Enterprises Ineligible for Public Contracts (RENA).
- State-owned corporations and businesses majority-owned by a state-owned corporation.
- Corporations directly or indirectly controlled by a municipal, provincial, or federal government, as well as municipal entities.
- Businesses in bankruptcy or insolvency.
- Businesses that commit ethical breaches or whose products or services may undermine the integrity or probity of the Government of Quebec, even by association.

- Working capital needs of businesses affected by U.S. tariffs, for a limited period not exceeding one year.
