- Social economy businesses with commercial activities.

- State-owned enterprises or enterprises controlled directly or indirectly by a government, a municipal entity, or a business majority-owned by a state-owned enterprise.
- Businesses in bankruptcy or insolvency.
- Businesses that commit ethical breaches or offer products or services likely to harm integrity or call into question the probity of the Government of Québec, even by association.
