Who is eligible?
- For-profit enterprises legally incorporated under the laws of the Government of Quebec or Canada.
- Social economy enterprises with commercial activities.
Who is not eligible
- Enterprises that are Crown corporations, that are controlled directly or indirectly by a government or municipal entity, or that are majority-owned by a Crown corporation.
- Enterprises that are bankrupt or insolvent.
- Enterprises that are not meeting their obligations related to prior financial assistance received from a ministry, an agency of the Government of Quebec, or an MRC for at least two years.
- Enterprises that are registered with the RENA or that use subcontractor services registered with the RENA.
- Enterprises that commit ethical breaches or that offer products or services likely to undermine the integrity or probity of the Government of Quebec.

- Working capital needs for a limited period not exceeding one year.
