PAFODE — Component 3 : Operating support for export support organizations

• Completed financial assistance application form
• Organization’s financial statements
• Detailed forecast budget, if applicable
• Annual regional export promotion plan or foreign direct investment prospecting plan; latest annual activity report, if applicable; offers of service and partnerships, if applicable
• Any other required document, such as a sustainable development action plan

Who is eligible?

• Non-profit organizations (OBNL) with an establishment in Quebec

Who is not eligible

• For-profit businesses with an establishment in Quebec
• State-owned companies or companies controlled directly or indirectly by a government, a municipal entity, or a company majority-owned by a state-owned company
• Businesses in bankruptcy or insolvency
• Applicants or subcontractors listed in the Registre des entreprises non admissibles aux contrats publics (RENA)
• Applicants that have not respected all obligations related to previous financial assistance from the Government of Quebec or Investissement Québec for at least two years, or that commit ethical breaches or offer products or services likely to affect the integrity or probity of the Government of Quebec

Eligible expenses

• Administrative costs
• Staff compensation and salaries
• Operating costs needed to deliver the service

Ineligible Costs and Activities

• Expenses incurred before the application was submitted
• Costs already funded by another program
• Land, building, or expansion costs
• Depreciation, sponsorships, interest, and financing charges

• Fit between the organization’s mission and the program’s priorities
• Past performance in meeting targets
• Quality of the action plan and performance indicators
• Financial and human resource capacity to deliver the mandate
• Quality of the submitted documentation and adoption and implementation of eco-responsible practices, such as recycling and a sustainable development action plan

• Complete the financial assistance application form and prepare the required documents.
• Email the completed and signed form and all required documents to pexeq@economie.gouv.qc.ca.
• Include the subject line Soutien au fonctionnement d’organismes en appui à l’exportation ou en attraction d’investissements étrangers and send it before March 31, 2027.

• If you qualify for financial assistance, you must provide all documents required in the subsidy agreement in due time; the agreement specifies the terms and conditions.
