Eligibility

Who is eligible?

  • Non-profit organizations legally constituted under the laws of the Government of Quebec or Canada (federal or other provinces).
  • Organizations whose mission, objectives and actions align with the Ministry’s objectives in foreign trade promotion.
  • Organizations registered in Quebec that have an establishment there and actively carry on activity.

Who is not eligible

  • For-profit businesses with an establishment in Quebec
  • State-owned companies or companies controlled directly or indirectly by a government, a municipal entity, or a company majority-owned by a state-owned company
  • Businesses in bankruptcy or insolvency
  • Applicants or subcontractors listed in the Registre des entreprises non admissibles aux contrats publics (RENA)
  • Applicants that have not respected all obligations related to previous financial assistance from the Government of Quebec or Investissement Québec for at least two years, or that commit ethical breaches or offer products or services likely to affect the integrity or probity of the Government of Quebec

Eligible expenses

  • Administrative and management fees, up to 10% of eligible expenses
  • Remuneration and other expenses related to carrying out the export or foreign investment mission

  • Expenses incurred before the application was submitted
  • Costs already funded by another program
  • Land, building, or expansion costs
  • Depreciation, sponsorships, interest, and financing charges

Selection criteria

  • Coherence between the organization’s mission, the program’s objectives and government export and economic development priorities.
  • Past performance in meeting targets, as well as the quality of the action plan and performance indicators.
  • The organization’s capacity to fulfill its mandate with financial and human resources, and the relevance of its contribution to the needs of the Quebec industry and its businesses.
  • Quality of the documentation provided.
  • Adoption and implementation of eco-responsible practices, including recycling and a sustainable development action plan.

Processing and Agreement

  • If you qualify for financial assistance, you must provide all documents required in the subsidy agreement in due time; the agreement specifies the terms and conditions.
