- Marketing and promotion costs
- Business development costs and consulting fees
- Strategic business travel and conference attendance
- Website redesign, digital format development, and online marketing
- Project-related capital items, direct communications, paper, courier, and similar expenses

- Ongoing operational costs
- Expenses already incurred for work already underway
- Salaries and wages not directly related to the project
- Staff benefit costs
- Fixed overhead and occupancy costs
