Who is eligible?
- Domestic record labels, music publishers, music management companies, and live music promoters and presenters, including festivals
- Companies deriving revenue from any combination of these four applicant categories
Who is not eligible
- Performing entities that solely self-promote their own events are not considered eligible Promoters/Presenters under OMIF
Eligible expenses
- Registration costs, including registration and associated participation expenses
- Travel costs, including flight and local transportation
- Accommodation costs
- Per diems, including daily meals and incidentals
- Marketing costs, including design and production of materials specifically created for the proposed activities
Ineligible Costs and Activities
- Staff and operations costs, hospitality and entertainment costs, and core business costs such as design and printing of business cards
- Communications costs such as mobile phone fees and long distance fees
- Costs associated with ineligible company representatives and additional representatives over and above the cap for this program
- Individual travel insurance related to business travel, additional expenses incurred due to public health-related measures, and additional support costs covered in full or in part by a third party such as a festival or marketplace
- Artist travel expenses and recoverable taxes

Selection criteria
- Track Record — 30%: organizational capacity to execute the activities, global market readiness, prior results and previous performance in Ontario Creates programs, and diversity among senior leadership, staff/contract employees, and roster.
- Overall Proposal — 20%: quality of the application, strength of the business case, appropriateness and feasibility of the activities, value of the initiatives, clarity, and completeness.
- Market Development Plan & Activity Strengths — 25%: viability of the business and market development plan, forward-thinking strategic planning, long-term growth and sustainability, and support for diversity.
- Economic & Critical Impact — 25%: documented global market development results, tangible and realistic outcomes, clear return on investment, measurable critical and commercial success, and broader economic impact for Ontario.
How to apply
- First-time applicants are encouraged to contact the Ontario Music Office at least two weeks before the application deadline to discuss eligibility.
- Submit the application electronically through the Ontario Creates Online Application Portal (OAP).
- If you do not have an OAP user account, go to the portal and click Register.
- For technical assistance, contact the OAP Help desk at applyhelp@ontariocreates.ca.
- Begin the application early so it can be saved, edited, and completed before submission.
Processing and Agreement
- Applications are assessed after applicant and activity eligibility are confirmed, and decisions are communicated approximately 8 weeks after the deadline.
- Successful applicants must sign a standard Ontario government Transfer Payment Agreement, and the template cannot be amended.
- The agreement gives Ontario Creates permission to use the project and delivery materials for promotional purposes.
- Recipient companies must provide a Certificate of Insurance before the transfer payment agreement can be executed.
- Successful applicants must deliver a final report through the Online Application Portal, and a cost report is required; payments are generally triggered by execution of the transfer payment agreement and delivery and approval of the final report.
