Overview of the Canada United Small Business Relief Fund program
The Canada United Small Business Relief Fund offers small businesses a maximum grant of $5,000 to support expenses for reopening safely or adopting digital technologies. Eligible activities include purchasing Personal Protective Equipment (PPE), renovating spaces according to reopening guidelines, and enhancing websites or developing e-commerce capabilities.
Financing terms and conditions
- Relief grant of up to $5,000 per application.
- Only reimburses costs incurred after March 15, 2020, directly related to COVID-19 adjustments.
- Approved applicants receive a single payment not exceeding the approved amount, issued within 30 to 45 business days upon completion of required documents.
- Requested reimbursement must exclude any taxes incurred during purchases.
Eligible projects & activities
- Acquisition of personal protective equipment (PPE) for business operations adapting to COVID-19.
- Renovation of business premises to comply with COVID-19 safety and reopening guidelines.
- Enhancement or creation of a business website and development of e-commerce capabilities in response to pandemic-related challenges.
Eligibility criteria of the Canada United Small Business Relief Fund program
- The applicant must be a small to medium-sized business (SME) operating in Canada, either incorporated, or as a sole proprietorship or partnership, as of March 1, 2020.
- The applicant must have no more than 75 employees.
- The applicant must have had minimum annual sales in 2019 of $150,000 and not more than $3,000,000.
- The applicant must have $1,000,000 in commercial general liability insurance (self-reported).
- The applicant must not be receiving other contributions from public funds for the same activities included in the funding application.

- Small to medium-sized enterprises (all sectors)
- For-profit and not-for-profit organizations (excluding charities and government organizations)
Who is not eligible
- Government organizations and municipalities.
- Charities.
- Chambers of commerce and the chamber of commerce network.
Eligible expenses
- Purchase of personal protective equipment such as masks, face shields, gloves, sanitizer, disinfectant chemicals/wipes, chemical sprayers, no-touch thermometers, protective gear (scrubs, lab coats, etc.).
- Cost of building or purchasing physical barriers (e.g., plexiglass, sneeze guards), signage or floor markers, sanitizing stations, and materials for curbside pickup or contactless payment structures.
- Installation of touchless devices including doors, waste containers, and bathroom upgrades (taps, sinks, etc.).
- Purchase or rental of equipment and furniture needed to ensure safe customer-facing operations, as well as electrical and plumbing work directly related to these renovations.
- External third-party labour costs for eligible renovations (if no conflict of interest).
- Website creation or design expenses and hiring external staff for copywriting or product photography for the website.
- One-time setup fees and new monthly fees (from March to September 2020) for online e-commerce platforms.
- Expenses for webinar software to support engagement with customers.
- Purchase of hardware for touchless payment solutions.

- Applications are processed on a first come, first serve basis.
- Grant funds are limited; once funds are exhausted, no further applications will be processed.
- Eligibility of activities and expenditures for funding.
- Completeness of the application and submission of all required supporting documents.
- Broad distribution of funds across priority sectors and regions of Canada.

Complete the Application Form
- Click on “APPLY NOW” to access the application form.
- Fill in all required fields in the application form accurately.

Submit the Application
- Review all entered information for accuracy and completeness.
- If the “Submit” button is not active, ensure all mandatory fields are completed.
- Once all fields are completed, click the “Submit” button to send your application.
Additional information
- Priority consideration is given to businesses owned by Indigenous People, women, visible minorities, LGBTQ2+, and persons with disabilities.
- Recipients must participate in marketing and communications activities as requested by fund partners.
- All grant applications and supporting documentation become the property of the Ontario Chamber of Commerce and will not be returned.
- Applicants' names and funding levels may be published and included in OCC reporting.
