Overview
The New Mobility Assistance Program (NOMO) – Stream 2 offers up to $75,000 in government funding to support the development and implementation of sustainable mobility management plans for employers in Quebec. The program aims to increase the adoption of sustainable transportation by assisting organizations in creating customized travel management plans and implementing related mobility measures.
Financing terms and conditions
- Stream 2 offers financial assistance covering up to 50% of eligible project costs for for-profit organizations and up to 75% for other eligible organizations, with a maximum amount of $75,000 per project for the implementation of measures.
- For development of a mobility management plan, funding is up to 50% of eligible costs, capped at $20,000 per project.
- Financial aid is disbursed in two installments: 80% upon signing the agreement and 20% after submission and acceptance of the final report.
Activities funded
- Conducting a feasibility study for the implementation of a technological platform integrating mobility services.
- Piloting the deployment of a technological platform that integrates at least two mobility services (such as public transit, ride-sharing, car sharing, or microtransit), including partnership agreements and data management.
- Developing a mobility management plan for employees by eligible organizations or groups of organizations.
- Implementing mobility measures included in an existing mobility management plan to facilitate sustainable transportation for employees.
Eligibility
- The applicant must have its head office or an establishment in Quebec.
- Eligible applicants include municipalities, municipal groups, metropolitan communities, regional county municipalities (MRCs), societies of public transport, non-profit organizations (NPOs), cooperatives, social economy enterprises, commercial development societies, business groups, industrial/technology parks, educational institutions, research centers, and health and social services establishments.
- Private enterprises are eligible under Stream 2 (Plans de gestion des déplacements) to implement sustainable mobility measures for their employees.
- The project must relate to the development of a commuter management plan or the implementation of sustainable mobility measures for employees, as described by the program.
- The applicant and its partners must not be insolvent, in bankruptcy, or listed in the Register of enterprises ineligible for public contracts (RENA).
Who is eligible?
- Municipalities, regional county municipalities (MRC), municipal groupings, and metropolitan communities
- Arrondissement councils and agglomeration councils (subject to legal powers)
- Paramunicipal corporations
- Local public transit authorities, public transit corporations, the Autorité régionale de transport métropolitain (ARTM), and the Réseau de transport métropolitain (RTM, exo)
- Non-profit organizations (NPOs), cooperatives, and social economy enterprises (with demonstrated partnership and expertise in sustainable mobility)
Who is not eligible
- Ministries and government organizations of the Government of Quebec as listed in the relevant annexes of the Financial Administration Act.
- Businesses owned by the Government of Quebec as specified in the applicable annex of the Financial Administration Act.
- Individuals designated by the National Assembly.
- Federal ministries and organizations.
- Private companies (for Stream 2, but eligible for Stream 2 in specific cases as employers only).
- Organizations that are bankrupt, insolvent, or listed in the Register of Enterprises Ineligible for Public Contracts (RENA).
Eligible expenses
- Salaries and benefits for internal staff and partners directly involved in the project.
- Professional fees, including costs for project validation, verification, and financial auditing.
- Travel, accommodation, and meal expenses within Quebec, following government rates.
- Intellectual property rights costs.
- Purchase or rental of required equipment, materials, and supplies for the project.
- Costs for urban furniture and dedicated spaces needed for implementing or improving new mobility services.
- Eligible capital expenditures directly linked and necessary to the project.
- Documentation, publication, and dissemination expenses for study or project results.
- Acquisition of data processing equipment and software specific to the mobility project.
- In-kind contributions up to 10% of eligible expenses.
- Administrative fees up to 15% of eligible expenses.
- For pilot projects: project management, legal services for partnership agreements, acquisition and adaptation of technology platforms, license fees, website development, on-board equipment rental, communication and marketing, establishment of user support services, and installation of certain physical infrastructure such as reserved parking spaces or charging stations for electric micro-mobility.

Selection criteria
- Relevance and scope of the project (objectives, territory covered, number and types of mobility services involved, technological solutions studied, involvement of stakeholders, methodology, and potential for realization). [Up to 60 points]
- Quality of the project team (expertise and experience of the project manager and team members, resources assigned, organizational experience with mobility projects, and years of existence), and soundness of financial planning. [Up to 25 points]
- Quality and clarity of the application documentation. [Up to 15 points]
- For pilot projects: Interoperability and technological quality of the project. [Up to 30 points; minimum passing score 20/30]
- For pilot projects: Potential structuring impact and social, environmental, and economic benefits, including the number and type of mobility services integrated. [Up to 40 points]

- Clearly outline project details, objectives, methodology, anticipated outcomes, and budgets.

- Step 4: Submit Application
- Transmit all required documentation by email to the address indicated on the Ministère des Transports website.

- Step 5: Await Project Call and Decision
- Submit your application during official calls for projects—dates are announced on the Ministère’s website.
- Upon acceptance, beneficiaries are notified via a signed letter from the Minister or authorized official.
Additional information
- Recipients must acknowledge the support of the Government of Quebec in any public communication regarding the funded project.
- All supporting documents and records related to the grant must be retained for five years and provided to the Ministry upon request.
- The Ministry reserves the right to reduce or terminate financial support and may require repayment in case of non-compliance or false declaration.
- The program’s budget is capped, and no increases in funding during the project are permitted.
