Overview of the New Construction Commercial and Industrial Energy Efficiency Program program
The New Construction Commercial and Industrial Energy Efficiency Program provides up to $250,000 per eligible building to support energy-efficient new constructions and major building additions in New Brunswick. The program funds activities such as energy modelling, implementation of energy-saving measures, and the integration of renewable energy systems.
Financing terms and conditions
- Up to $10,000 per building is available for eligible energy modelling costs.
- Implementation incentives are capped at 25% of additional eligible costs, or a maximum of $250,000 per building, whichever is less.
- For renewable energy systems, incentives are up to $250,000 per project, with $120/GJ of electricity produced (with modelling) or $200/kW installed capacity (without modelling).
- For eligible energy modelling for residential buildings, up to 50% of costs are covered, with a maximum of $5,000.
- Incentives are provided as reimbursements for eligible completed work, exclusive of taxes.
Eligible projects & activities
- Construction of new commercial, institutional, or industrial buildings incorporating energy efficiency measures.
- Expansion of existing buildings aimed at reducing energy consumption and greenhouse gas emissions.
- Major renovation projects that modify all energy systems within a building, excluding the structure.
- Integration of renewable energy systems (wind, solar, biomass) in new constructions or expansions.

Eligibility criteria of the New Construction Commercial and Industrial Energy Efficiency Program program
- The applicant must be planning new construction or an addition to an existing commercial, institutional, non-profit, or First Nations building in New Brunswick.
- The project must adopt new construction practices that reduce energy consumption and lower greenhouse gas emissions.
- The building must be heated by electricity or fuels other than oil or those with emissions equal to or greater than oil.
- The property and construction activities must be located within New Brunswick.

- Commercial and institutional buildings, including mixed-use and multi-unit residential buildings
- Non-profit buildings
- First Nations buildings

- Federal government-owned buildings and organizations.
- Provincial government-owned buildings and organizations.
- Municipal government buildings.
- Buildings heated with oil or fuels with greenhouse gas emissions equal to or greater than oil.
- Temporary constructions and residential projects eligible under the separate energy efficiency program for new homes.
Eligible expenses
- External project management costs.
- Purchase and installation of approved equipment.
- Removal and decommissioning costs of equipment replaced as part of major renovations.
- Inspection costs required by law or regulation.
- Shipping, delivery, customs fees, and related costs to deliver equipment to the project site.
- Consultant fees directly related to the design, selection, purchase, and installation of approved measures, including professional, engineering, scientific, technical, management, subcontracting services, and training for employees to ensure proper project operation.

Eligibility criteria of the New Construction Commercial and Industrial Energy Efficiency Program program
- Compliance with energy modeling requirements and provision of the necessary documentation for technical assessment.
- Obtaining prior necessary approvals (modeling pre-approval and implementation incentives).
- Submission of detailed reports demonstrating achievement of energy performance thresholds established by the program.
- Adherence to the process governed by the program at each stage: application, approvals, updates, and project closure.
- Provision of complete and up-to-date information at the time of submitting applications and supporting documents.
How to apply to the New Construction Commercial and Industrial Energy Efficiency Program program
- Step 1: Online Registration
- Complete and submit the online registration form before starting any construction activities.
- Upload or email available project summary and supporting information as part of your registration.
- Accept program terms and conditions during registration.
- Receive a confirmation email from program staff outlining next steps.
- Step 2: Pre-Approval for Energy Modelling
- Submit an energy modelling proposal from an approved energy modelling service provider along with the completed Energy Modelling Pre-Approval Request Form.
- Program staff will review the proposal and notify you of the decision and next steps.
- Step 3: Pre-Approval for Implementation Incentives
- Submit the completed Implementation Incentive Pre-Approval Form.
- Provide energy modelling reports and supporting documents.
- Include construction drawings/specifications and an updated construction schedule.
- Facilitate regular project updates and permit site visits during the construction phase.
- Step 4: Request Payment
- After construction, submit your incentive claim along with all necessary documentation (e.g., final energy modelling report, supporting documents, final construction drawings, proof of payment for energy modelling and construction).
- Complete and submit the relevant payment claim forms (e.g., Energy Modelling Incentive Claim Form, Construction Implementation Request for Payment Form).
- Ensure direct deposit registration is complete for payment processing.
Additional information
- All program changes and updates are made regularly in accordance with provincial adoption of new building codes.
- Funding is distributed on a first-come, first-served basis and subject to annual program budgets.
- Applicants must declare all other sources of public subsidies and may be subject to stacking limits.
- Construction schedule changes may impact incentive availability and preapproved amounts.
