Overview

The Major International Event Security Cost Framework is a federal contribution program with no established maximum funding amount, designed to reimburse provincial, territorial, and municipal jurisdictions for extraordinary, justifiable, and reasonable policing and security costs incurred during Prime Minister- or Minister-led international events in Canada. Eligible activities include planning, deployment, and demobilization measures directly supporting RCMP-led security operations, such as personnel costs, equipment, emergency services, and logistical expenses.

Financing terms and conditions

  • Maximum government assistance (federal/provincial/territorial/municipal) may cover up to 100% of eligible incremental security costs, ensuring no economic benefit to the recipient.
  • Coverage for certain costs can be up to 100% or 50% of the purchase price, depending on the nature of the asset, equipment, or expense and whether the item has further use to the recipient.
  • Each contribution agreement sets a monetary cap based on negotiated cost estimates for eligible incremental security costs.
  • Payments are made as progressive reimbursements based on submitted claims and activity reports; costs submitted after the final payment will not be funded.
  • Administrative costs incurred by contracting organizations are eligible up to 3% of total salary costs under written agreements.

Eligibility

  • The applicant must be a provincial, territorial, regional, local, or municipal government providing policing and/or security-related services in support of an RCMP-led security operation for a designated Major International Event.
  • The Major International Event must be a Prime Minister-led or Minister-led international event held in Canada and formally designated by the Prime Minister as eligible for financial assistance under the program.
  • Contribution agreements may also be entered into with police boards/commissions or police services established by eligible jurisdictions, provided they have the legal capacity to enter into an agreement.
  • Eligible activities and costs must be in direct support of the RCMP-led security operation for the designated event and must be incremental, extraordinary, justifiable, and reasonable.

  • Private companies and businesses not serving as provincial, territorial, regional, local, or municipal governments providing policing or security-related services in support of RCMP-led security operations.
  • Organizations or industries not involved in policing, security, emergency management, or public safety for Major International Events.
  • Individuals, households, or businesses seeking direct financial assistance related to event disruptions.

Eligible expenses

  • Salaries, overtime, and employee benefits for staff directly assigned to planning, deployment, and demobilization related to the event.
  • Temporary rental of spaces (offices, warehouses, command centers, or detention processing centers) when internal facilities are insufficient.
  • Rental of office, computer, or telecommunications equipment necessary for event management.
  • Travel, accommodation, and meal expenses incurred during activities directly related to the event.
  • Rental of vehicles and fuel costs for security operations.
  • Purchase, rental, or setup of operational, telecommunications equipment, or supplies specifically required for the event when rental is not feasible or cost-effective.
  • Fees for contractual services related to logistics, security, event management (e.g., additional police services or technical support).
  • Messaging fees, transportation, and delivery of materials or documents related to security.
  • Operational supplies for limited use (e.g., signage, disposable handcuffs).
  • Administrative services and fees relating to the management and deployment of resources in the framework of the security operation, within certain limits.
  • Specialized training and emergency services, exclusively required for the event and requested by the organizing administration.
  • Additional insurance premiums, if necessary related to the event, and fees for correctional officers in case of increased needs during the event.

Selection criteria

  • Cost estimates must be consistent with and compliant to RCMP-led security operations for the event.
  • Collaboration with the RCMP-led Integrated Security Unit (ISU) for planning and security coordination.
  • Submission of operational plans outlining security measures with supporting, justifiable cost documentation.
  • Expenses are subject to federal audit to determine eligibility and compliance before reimbursement.

How to apply

Obtain event designation

  • The Prime Minister must designate an event as a Major International Event eligible for financial assistance
  • This designation is required before the application process can begin

Engage with Public Safety Canada

  • Eligible jurisdictions contact Public Safety Canada to engage in the financial assistance process
  • Verify eligibility as a provincial, territorial or municipal entity involved in event security

Prepare operational plan and cost estimate

  • Develop detailed operational plans for security measures during the event
  • Prepare cost estimates and provide justifications for incremental expenses
  • Ensure alignment with RCMP-led security planning assumptions

  • Submit the operational plan and cost estimate to Public Safety Canada
