Overview

The Age Well at Home (AWAH) In-Home Support Pilot Project stream provides federal funding of up to $800,000 for organizations delivering volunteer-based practical support services to help low-income and vulnerable seniors age safely and independently at home. Eligible activities include light housekeeping, meal preparation, home maintenance, transportation, snow removal, volunteer delivery of essentials, and friendly in-home visits.

Financing terms and conditions

  • Minimum funding request per project: $300,000.
  • Maximum funding request per project: $800,000.
  • Projects must be completed by March 31, 2025.

Activities funded

  • Expansion or introduction of volunteer-based practical support services for low-income and vulnerable seniors within their homes.
  • Assistance for seniors in navigating and accessing services offered by other local organizations.
  • Implementation of new or enhanced services such as light housekeeping, meal delivery/preparation, home maintenance, transportation, snow removal, volunteer drop-offs (e.g., groceries, medications, pet supplies), and friendly visiting at home.
  • Participation in capacity-building and knowledge-sharing initiatives, such as communities of practice led by Employment and Social Development Canada.
  • Development of sustainability plans to ensure ongoing support for seniors after project completion.

Eligibility

  • The applicant must be a not-for-profit organization, municipal government, educational institution, Indigenous entity (such as band council, tribal council, or self-government entity), or health and social services institution located in Canada.
  • The organization must have delivered at least one eligible service to low-income and otherwise vulnerable seniors, primarily in their home, for at least 3 of the last 5 years.
  • The organization must have provided a service that helps seniors navigate and access eligible services from other local organizations for at least 3 of the last 5 years.
  • At least 60% of the delivery of services to seniors must have been completed through volunteer labour.
  • The organization can only submit one application under the In-Home Support Pilot Project stream and must deliver services within a local area (not national or provincial in scope).

  • Municipal governments
  • Educational institutions
  • Indigenous entities (band councils, tribal councils, self-government entities)
  • Health and social services institutions

Who is not eligible

  • For-profit private sector companies.
  • Organizations located and operating in Quebec may require additional approval from the Quebec government before a funding agreement can be signed.
  • Organizations that do not have at least three years of recent, relevant experience delivering the eligible services to low-income and otherwise vulnerable seniors.
  • Organizations that cannot demonstrate their provincial or territorial government's agreement for provincially or territorially funded institutions, health institutions, or post-secondary institutions.

Eligible expenses

  • Hiring, compensating, and providing work tools for staff related to project administration.
  • Purchasing or renting materials, supplies, and equipment required for the project.
  • Renting, insuring, and paying utilities for project workspaces.
  • Travel and hospitality expenses directly related to the project.
  • Reimbursing volunteers for purchases of supplies or mileage necessary for supporting project activities.
  • Accessibility supports for project staff.
  • Engaging professional services as required for project delivery.
  • Engaging with Elders for project support.
  • In exceptional circumstances, hiring paid staff or contractors to deliver direct services to seniors.

Eligible geographic areas

  • Organizations located in Canada delivering services within a specific local area (such as a neighbourhood, group of neighbourhoods, or municipality).
  • Applicants operating in any Canadian province or territory, subject to possible provincial/territorial approval (notably in Quebec).

Selection criteria

  • Completeness and timely submission of the Application for Funding form (EMP5523) and supporting documents.
  • Demonstrated recent, significant, and relevant organizational experience delivering eligible services to low-income and vulnerable seniors, primarily in their homes.
  • Clarity in describing how the project addresses the needs of low-income and otherwise vulnerable seniors and aligns with the objectives of the call.
  • Clear articulation and measurability of expected results, including specific outputs, outcomes, and results measurement indicators (RMIs).
  • Priority consideration for projects enhancing geographic and demographic diversity, delivering multiple types of eligible services, and serving various vulnerable groups, including those in rural, remote, or minority language communities.

  • Obtain proof of organization type and status from the Canada Revenue Agency (CRA) with current address and business number
  • If CRA document is not available, prepare alternative documentation and rationale

  • Decide whether to apply online, by email, or by mail
  • Create a Grants and Contributions Online Services (GCOS) account if applying online
  • Download and complete the application form using compatible PDF software

  • Apply online via GCOS, by email, or by mail as per chosen method
  • Follow all instructions in the applicant guide
  • Ensure all required documents and forms are included and information is accurate
  • Print and save a copy of your application if applying online

Application review and results

  • Receive confirmation of receipt depending on submission method (online, email, or mail)
  • Wait for ESDC to review your application and notify you in writing of the decision
  • Be aware decisions are final, with no appeals process available

  • Applications received after the deadline will not be considered for funding.
  • If the application is missing mandatory information, the applicant will have 5 business days to provide it upon request.
  • Decisions regarding funding are final with no appeal process available.
  • Participating organizations are required to collect and report meaningful data on project impacts and participate in knowledge-sharing activities.
