Eligibility
- The project must expand services that have already demonstrated positive results in helping seniors age at home.
- The applicant organization must deliver services in more than one province or territory, except for Indigenous governments or organizations in Quebec, which may scale up within a single province or territory.
- Services must be delivered directly to beneficiaries, such as seniors or seniors-serving organizations, to support aging at home.
- The project must be completed by March 2026.

- Organizations delivering services to seniors
- Organizations with experience in providing volunteer-based support to low-income and vulnerable seniors
- Indigenous governments or organizations
Who is not eligible
- Projects under the Scaling Up for Seniors stream must provide services in more than one province or territory, except that organizations in Quebec may only scale up within Quebec.
- Projects under the In-Home Support Pilot Project stream must operate only within a local area—not at the national or provincial/territorial scale.
Eligible expenses
- Personnel costs for the delivery of eligible support services to seniors.
- Expenses related to expanding service delivery to additional regions.
- Costs associated with the direct provision of support services such as meal delivery, light housekeeping, home maintenance, transportation, snow removal, volunteer drop-offs, and friendly visiting.
- Operational costs linked to assisting seniors in navigating and accessing services from other local organizations.
Eligible geographic areas
- Organizations delivering services in more than one Canadian province or territory (except certain exemptions).
- Indigenous governments may scale up within a single province or territory.
- Organizations in Quebec may propose to scale up projects only within Quebec.
- Service areas specifically mentioned for Quebec projects include: Basses-Laurentides, Montreal, Montérégie, Laval, Quebec, southern Lanaudière, Thetford, Gatineau, Granby, Lévis, Rimouski, Saguenay, Sherbrooke, Saint-Jérôme, and Trois-Rivières.
How to apply

Confirm eligibility and scope
- Identify if your organization has previously delivered services to help seniors age at home
- Confirm readiness to expand these services to multiple provinces or territories (or within Quebec for Quebec organizations)

Prepare project proposal
- Prepare a project proposal describing how the services will be scaled up
- Ensure the project ends by March 2026
- Outline direct delivery of services to seniors or seniors-serving organizations

Collect supporting documentation
- Gather supporting documents and data that demonstrate previous positive results
- Provide evidence of eligibility and the impact of existing services

Submit application package
- Submit the complete application, including the proposal and supporting documents, to Employment and Social Development Canada

Await application results
- Wait for the review process by federal authorities
- Receive notification about the status of your application

- Projects approved under the Scaling Up for Seniors stream represent a total investment of over $24 million across Canada.
- Organizations in Quebec are permitted to scale up projects exclusively within Quebec.
- A minimum of 24 projects have received funding through this stream to date.
- Projects must conclude by March 2026.
