Who is eligible?

Eligible expenses
- Staff salaries and benefits, professional fees, room rentals, and other facility costs
- Outreach and communications materials, associated activity costs, and honoraria
- Travel expenditures, including hotel accommodation, car rental, kilometric rates, bus, train, ferry, airplane fares, meals, and incidentals
- Administrative expenditures up to 15% of total costs, including general administration expenditures, translation, rent, insurance, office equipment rental, and membership fees
Ineligible Costs and Activities
- Costs incurred before the funding approval date or after the final claim date
- Provincial sales tax and the GST or HST, where applicable, for which the recipient is eligible for a rebate, or any other costs eligible for rebates
- Purchase of land and/or buildings, and related real estate fees
- Financing charges and interest payments on loans
- Hospitality expenses, such as alcoholic beverages and gifts, and travel and per diem expenses over and above rates determined by the Travel Directive of the National Joint Council

- The applicant's relevant experience and capacity to complete the project
- Quality of the proposal, including clear goals, a realistic plan, deliverables, budget, timelines, and qualified project management
- Value for money and efficient use of resources
How to apply

- Complete the application package using the provided templates.
- Submit the electronic application package in MS Word, MS Excel or PDF format by email to IndigenousParticipation-ParticipationAutochtone@tc.gc.ca.
Processing and Agreement
- Approved projects are subject to a risk assessment before a funding agreement is signed, which determines reporting frequency, financial documentation for payment claims, site visits or contact, and audit requirements.
- The project proposal forms the basis of the project scope, legal documentation, clauses, terms and conditions, and payment structure in the funding agreement.
- After the funding agreement is signed, any change to scope, including budget, structure, or timelines, requires prior written agreement with Transport Canada.
- Reporting requirements may include financial claims, lists of invoices, progress reports, annual reports, and a final report; progress reports are submitted quarterly or semi-annually, or annually for multi-year agreements.
- The final report must be received before the final expense claim is paid, and claims can only be submitted for expenditures identified in the funding agreement.
