Exterior storm drain subsidy update
Halton revised the Exterior Storm Drain Disconnection page and the supporting subsidy application and waiver. The subsidy still shows a 100% cost share up to $6,500, but the requirements now add specific proof of a pre-existing wastewater connection, pre- and post-construction evidence, and a completed permit/inspection trail where applicable. The application process now requires a signed application form and waiver, an itemized paid-in-full invoice, contractor confirmation, and supporting evidence such as a Household Drainage Survey, photos, CCTV footage, or dye test results. The page also adds updated submission guidance, including the basementfloodingsubsidy@halton.ca email, Dropbox instructions, mail-in and in-person drop-off options, and new homeowner and contractor guide links.

- Completed and signed 2-page Enhanced Basement Flooding Prevention Subsidy Program Waiver form
- Completed sketch on page 6 showing all possible downspouts have been disconnected from the Regional wastewater system
- Halton Region’s Customer Survey
- Itemized invoice paid in full, plus the required permit and inspection records if a new sump pump is installed, contractor proof of the pre-existing connection, and proof that the exterior storm drain was disconnected in accordance with program requirements

Who is eligible?
- Homeowners who own the property where the work is performed.
Who is not eligible
- Homes on septic systems.
- Properties that have already received this subsidy, even if ownership has changed.

- Materials and labour charged to disconnect the exterior storm drain.
Ineligible Costs and Activities
- Water powered backup sump pumps are not eligible for the Weeping Tile Disconnection and Sump Pump Installation Subsidy or the Exterior Storm Drain Disconnection Subsidy.

How to apply
- Download the application form and waiver form.
- Submit the completed Application Form and Waiver with the required documentation electronically, following the Check List included on the Application Form.
- Email the completed submission to basementfloodingsubsidy@halton.ca.
- Upload larger files, such as CCTV video, to the online Dropbox platform.
- Mail the submission to Halton Region Public Works, c/o Water and Wastewater Program Ambassador, Woodlands Operations Centre, 1179 Bronte Road, Oakville, ON L6M 4G3.
- Drop off the submission in person in the black mail box at the main entrance to Halton Regional Centre, 1151 Bronte Road, Oakville, ON L6M 3L1.
Processing and Agreement
- The Region reviews and accepts all required forms and supporting documentation, confirms that the work has been completed, and receives a detailed paid invoice evidencing Completed Work.
- Subject to those requirements, a subsidy cheque will be mailed 4-6 weeks from the date the Region receives a completed application for an eligible project with all required documentation.
- The applicant must sign a waiver if the application is accepted and before accepting the subsidy money.
- The Region reserves the right to accept or reject any application or any part of an application at its sole discretion.
