Eligibility

Who is eligible?

  • Organizations with a Québec enterprise number (NEQ) can qualify as promoters.
  • Eligible promoters include school service centres and anglophone school boards, CEGEPs, subsidized private institutions recognized by the Ministry of Higher Education, sectoral workforce committees, employer associations, legally constituted worker associations, parity committees created by decree, training mutuals recognized by the Commission des partenaires du marché du travail, and Indigenous organizations working in employability and skills development.
  • Educational institutions must have permanent authorization to teach the training program targeted by the project.

Eligible expenses

  • Salaries of teachers and trainers, up to 90,000 annually per person.
  • Salaries of staff supporting participant success, up to 90,000 annually per person.
  • Professional consulting fees, up to $150 per hour.
  • Salaries of participating workers, travel and accommodation costs, and child care costs for participants.
  • Training content adaptation, instructional material development, room and equipment rental, recognition of prior learning and competencies, and project administration fees up to 10% of the grant amount.

Ineligible Costs and Activities

  • Development and programming of platforms, technological systems, or IT infrastructure.
  • Activities that allow acquisition of essential basic skills.
  • Training intended for teaching staff.
  • Activities that promote and market the benefits of hiring apprentices in Red Seal trades, and activities that help employers hire apprentices in Red Seal trades.
  • Purchase or rental of real estate, including buildings and land, and construction or renovation costs.

  • Quebec

Selection criteria

  • Projects that favor the participation of underrepresented groups in the labour market are prioritized.
  • Projects developed in partnership with one or more organizations such as businesses, community organizations, employability organizations, educational institutions, sectoral committees, or chambers of commerce are prioritized.

How to apply

  • Complete the attached application form for the Emplois durables sub-volet.
  • Send the form to partenaires@mess.gouv.qc.ca.

Processing and Agreement

  • MESS receives the subsidy applications and checks their admissibility.
  • Admissible files are analyzed by the Direction du soutien au développement de la main-d’œuvre.
  • A subsidy agreement is drafted and two copies are sent to the promoter for signature.
  • Detailed invoices are required for subsidy payments and project completion.
  • The agreement includes reporting obligations, and actual project data must be sent to MESS at the end of implementation.

  • The program is under the responsibility of the Commission des partenaires du marché du travail and is operationalized by the Ministry of Employment and Social Solidarity.
  • Évolution-Compétences is the Quebec version of Emploi et Développement social Canada’s Programme pour la formation et l’innovation en milieu syndical.
