Overview

The Employee Training Program provides up to $13,000 per individual client over 52 weeks to help Northwest Territories employers offset the cost of short-term employee training and up-skilling due to economic, technological, or organizational change. Eligible activities include essential skills training, technical training courses (excluding apprenticeship technical training), business training, management and leadership training, and short-term certificate training delivered by an approved third-party training institution.

Eligibility

  • The employer must be a registered organization (e.g., registered business, industry association, local housing authority, non-government organization, Indigenous organization, or local/municipal/Indigenous government) operating in the Northwest Territories.
  • Registered businesses must have been operating for at least six months, be licensed to operate in the Northwest Territories, and be registered with the NWT Workers’ Safety and Compensation Commission (WSCC).
  • The employer must apply within three months of the employee starting the position (or starting a new position and its duties within the organization).
  • The proposed training must be short-term (completed within 52 weeks) and delivered by an eligible third-party training institution/provider approved by GNWT-ECE.
  • The employer must have a job (or a better job) available for the employee at the end of the training.

How to apply

Confirm eligibility and timelines

  • Confirm the training is short-term (up to 52 weeks) and provided by an eligible third-party training institution approved by ECE
  • Ensure the employer application will be submitted within three months of the employee starting the position
  • Confirm a job will be available for the employee at the end of training

Contact the regional service centre

  • Contact your regional ECE Service Centre to access the program and obtain guidance on the application process

Prepare the employer application

  • Complete the Employer Application for the Employee Training Program
  • Include a detailed job description
  • Include proof of legal status (business or society/association)
  • Provide proof of general liability insurance
  • Provide proof of WSCC registration

Complete the development plan

  • Develop an Employee Development Plan outlining how the employee will gain new skills
  • Have the plan reviewed and signed by both the employer and the employee

Provide trainer and training details

  • Provide details on the trainer and the training to be supported
  • Ensure the trainer is a third-party training provider approved by ECE

Collect employee service documents

  • Have the employee complete and sign the Application for Service form
  • Submit the employee’s updated resume

Submit to the service centre

  • Submit the completed application package to the Regional ECE Service Centre within the required timelines

Additional information

  • The program is delivered through the GNWT Department of Education, Culture and Employment (ECE) as part of the Skills 4 Success (S4S) initiative.
  • The Employee Training Program may be used in conjunction with the Wage Subsidy Program to help offset employee training costs.
  • The tools, equipment and clothing purchased through the training support become the property of the employee (client).
  • Regular monitoring and follow-up are part of the program, including a 12-week follow-up survey after course completion.
