The Active DFA Programs page now shows the 2026 June Heavy Rains program, with a Program Announcement Date of June 11, 2026, a Deadline to request DFA of September 9, 2026, and a Deadline to submit invoices and event related expenses of June 11, 2027; municipalities accepted into the program have until June 11, 2027 and June 11, 2028 for the listed cost-submission milestones. The same update also adds an Apply for DFA link and community engagement sessions, and it expands the eligible audience to primary residences, farms, businesses, and non-profit organizations affected by the heavy rains while excluding insurable damages, secondary properties such as cottages, and losses of income, revenue, wages, market share, or opportunity. How to apply
- Submit a CIA as soon as possible after the event.
- For municipalities, submit a Council Resolution and Community Impact Statement.
- Apply for DFA through the online application form.
- Submit invoices and event-related expenses by June 11, 2027.
- Municipalities accepted into the program must submit costs related to responding to the disaster by June 11, 2027.
- Municipalities accepted into the program must submit costs related to restoring uninsurable infrastructure or for relief and recovery supports by June 11, 2028.
Processing and Agreement
- Manitoba EMO conducts a preliminary screening after the application is submitted.
- If the preliminary screening suggests eligibility, an onsite inspection of the land, building and/or other property will be conducted.
- After the inspection, Manitoba EMO determines whether the claim qualifies for DFA based on the program's guidelines and policies.
- Written confirmation of receipt is sent within two weeks after submission.

- A dedicated liaison is assigned to each local authority.
- Advance and progress payments may be available.
- The program is open for two years.
- Appeals are available after a written decision.
