DFA program updated for 2026 June Heavy Rains
The Active DFA Programs page now shows a new 2026 June Heavy Rains program with its own applicant groups and application path. It lists a Program Announcement Date of June 11, 2026, a Deadline to request DFA of September 9, 2026, and a Deadline to submit invoices and event related expenses of June 11, 2027. The new program also adds a Community Engagement Sessions schedule and a new Apply for DFA portal link. Eligibility
Who is eligible?
- Local authorities, including councils of a municipality, an incorporated city, town or village, a community as defined in the Northern Affairs Act, a local government district, a watershed district, or any other local authority as defined in The Emergency Measures Act.
Eligible expenses
- Equipment and supplies that cannot be reused or added to inventory after the event, such as N95 masks or cleaning supplies for evacuation centres.
- Expenses for recovering from a disaster event using equipment such as graders, back-hoes, loaders, and similar equipment.
- Mobilization and hauling costs for equipment.
- Light duty trucks used to haul equipment, limited to the actual hours of operation for the truck.
- The difference between the original purchase price and the asset’s remaining market value, plus the costs of operating the equipment during the disaster period.
Ineligible Costs and Activities
- Stand-by equipment hours, also known as equipment downtime.
- Operating costs for fuel and oil, which are included in the MHCA rate.
- Regular staff time during regular working hours; overtime is eligible.

- Availability of insurance or other recovery sources
- Supporting documentation and inspection results
How to apply
- Take pictures of damages and repairs and organize the information for each site separately.
- Submit a Community Impact Assessment (CIA) as soon as possible after the event.
- Submit a carried and signed Council Resolution requesting DFA to dfa@gov.mb.ca.
- Submit the DFA application by the deadline.
Processing and Agreement
- After written confirmation that the local authority is accepted into the DFA program, Manitoba EMO will arrange a third-party engineering service provider to inspect and document the damages.
- Temporary and emergency repairs may be completed before inspection, and damaged sites should be photographed before and after repairs.
- Manitoba EMO will evaluate site work based on the Individual Site Damage Reports / Engineering Reports.
- Once accepted, email dfa@gov.mb.ca to ask for an advance payment.
- All disaster-related costs must be submitted by the program closure date, and interim submissions are encouraged once sites are fully repaired.
Additional information
- You do not have to notify Manitoba EMO if you are using external contractors.
- A dedicated liaison will be assigned to each local authority.
