DFA program updates for 2026 heavy rains
The Active DFA Programs page now shows a new 2026 June Heavy Rains program with a Program Announcement Date of June 11, 2026 and a Deadline to request DFA of September 9, 2026. It also shows a Deadline to submit invoices and event related expenses of June 11, 2027, plus municipal deadlines of June 11, 2027 and June 11, 2028 for different cost categories. For that event, the eligible applicant scope now includes primary residences, farms, businesses and non-profit organizations, and the page adds a new Apply for DFA form link and community engagement session schedule. The page also continues to state that insurable damages are not eligible, secondary properties such as cottages are never eligible, and DFA does not assist with loss of income, revenue, wages, market share or opportunity.

How to apply
- Apply for DFA using the DFA application form.
- Municipalities must submit a Council Resolution and Community Impact Statement.
- Complete the Insurance Declaration Form and return it to Manitoba EMO.
Processing and Agreement
- All DFA applications go through an initial screening, and you will be notified by letter if you are not eligible for DFA.
- If you may be eligible for DFA, an inspection of your property may be arranged.
- Once an inspection has been completed, your claim will be evaluated in accordance with DFA policies and guidelines to determine your assistance.
- An initial payment may be issued based on losses and damages noted during the inspection and basic documentation you provided.
- Additional payments may be issued when paid invoice of repair or replacement is provided.
