Eligible expenses

  • Equipment, technology, and tool design, development, acquisition, or adaptation costs
  • Subcontracting fees and professional fees
  • Study and consulting fees
  • Staff training costs
  • Labour costs, including benefits
  • Administrative costs up to 5%
  • Contingency costs up to 10%

Ineligible Costs and Activities

  • General operating costs and routine activities
  • Expenses already supported by another Ministry program or state-owned enterprise
  • Costs incurred before the grant announcement letter is signed
  • Debt financing, loan repayment, or financing of a project already completed
  • Land or building acquisition costs

  • Experience and competence of the project team, including external resources (35%)

  • Technological relevance, sustainability, and ecosystem data impact (30% combined)
  • Bonus for projects outside Quebec City and Montreal metro areas (+10%)
  • Bonus for regular open data publication (+5%)

How to apply

  • Step 1: Register in di@pason
    • Create or update your partner client profile in the online system.
    • Complete registration at least one week before the deadline when possible.
  • Step 2: Prepare the application package
    • Complete the project description and detailed budget.
    • Prepare partner letters, team details, timeline, and data management plan.
    • Gather any supplier quotes, signed conditions, and latest financial statements.
  • Step 3: Submit the application
    • Complete the online form in di@pason.
    • Upload the required documents and submit according to the program calendar.
  • Step 4: Follow up during review
    • Provide any additional information or documents requested by the Ministry.
    • Correct deficiencies within the deadlines set by the Ministry.

Processing and Agreement

  • Applications are reviewed by the Ministry with CALQ and SODEC
  • Applications are assessed in two stages, with a minimum score required to reach the second stage
  • The Ministry may limit the number of selected projects to respect available funding
  • Applicants are notified through the Ministry’s review process and may receive a lower funding offer

Additional information

  • Recipients must provide a project accountability report within 3 months after project end.
  • A mandatory results follow-up is required 12 months after project completion.
  • The Ministry may verify the use of funding at any time.
  • The funding conditions agreement must be signed by the beneficiary.
