Overview
The Cyber Security Cooperation Program 2025 offers up to $300,000 per project per year in funding to support initiatives that reduce cybercrime, strengthen critical infrastructure, raise cyber security awareness, and enhance Canada’s global competitiveness. Eligible activities include education and training, public awareness campaigns, innovation projects involving IoT and AI, and research into the economics of cybercrime and security.
Financing terms and conditions
- Maximum funding per project is $300,000 per year.
- Total government assistance (federal, provincial, territorial, and municipal) must not exceed 75% of total eligible expenses; for provincial, territorial, and municipal government recipients, the maximum is 100%.
- Administrative expenses are capped at 15% of the total annual funding received for the CSCP project.
- No project may extend beyond March 31, 2030.
Activities funded
- Development or sustainability of post-secondary cyber security degree programs, particularly in rural areas or through flexible continuing education programs.
- Initiatives to enhance Canadians’ ability to recognize, avoid, and report cybercrime such as scams and fraud.
- Projects to increase public awareness of cyber threats and improve cyber hygiene, including promotion of reliable cyber security resources and educational efforts at the primary and secondary levels.
- Research and initiatives focused on advancing Canada's cyber innovation, including topics such as Internet of Things (IoT), quantum computing, artificial intelligence, and connected vehicles.
- Projects that support the cyber resiliency of municipalities, municipal services, and Indigenous communities.
Eligibility
- The applicant must be one of the following: a Canadian not-for-profit organization, an Indigenous government or authority, a Canadian academic or research institution, a provincial, territorial, or local government or authority, or a Canadian for-profit organization (for contributions only).
- The project must align with the program's objectives, such as reducing cybercrime, strengthening critical infrastructure protection, increasing cyber security awareness and skills, or enhancing innovation in cyber security.
- The proposed project must demonstrate readiness to begin shortly after funding approval and be deliverable before March 31, 2030.
- The application must be complete and submitted by the specified deadline, including all required documents such as the online application form, project budget, and workplan.

- Canadian not-for-profit organizations
- Indigenous governments (First Nation, Inuit or Métis), including Band Councils and self-government entities
- Canadian academic and research institutions
- Provincial, territorial, and local governments and authorities
- Canadian for-profit organizations
Eligible expenses
- Salaries and wages for personnel directly assigned to the project.
- Office equipment and minor capital acquisitions (up to $10,000 per item), as well as program supplies and materials.
- Travel and living expenses for staff delivering the project, following government travel directives.
- Development of training manuals and procedures.
- Professional and consulting fees associated with the project, including accounting fees for audited financial statements.
- Computer services, library expenses, research costs—including data access and analysis fees, electronic subscriptions, and publications.
- Translation and live interpretation costs.
- Shipping, postage, printing, and distribution expenses.
- Meals and refreshments for participants in project-related activities and workshops, according to applicable government guidelines.
- Administrative expenses required for project management, up to 15% of total annual project funding where not included elsewhere, and supported by reasonable methodology.

- Clarity and feasibility of project objectives, actions, and deliverables, and how they are connected.
- Demonstrated alignment with the National Cyber Security Strategy's goals and expected outcomes.
- Readiness to begin project work promptly and complete it before March 2030, with a solid understanding of timeline and risks.
- Potential for collaborative impact and long-term results through partnerships or alliances.
- Inclusion of diversity, equity, and representation considerations, with preference for projects supporting or mobilizing underrepresented groups (such as youth, Indigenous, LGBTQ+, elderly, vulnerable, and diverse communities).
