Overview
Get a contribution that covers up to 50% of production costs, to a maximum of $2 million (tiered amounts based on the production budget) for a media project that grows the film and TV industry in Northern Ontario.
Financing terms and conditions
The Cultural Supports Program — Film and Television Stream offers robust financial support to incentivize and nurture film and television productions in Northern Ontario. It aims to ensure significant on-ground economic contributions while encouraging cultural representation and storytelling.
- Conditional contributions cover up to 50% of eligible production costs.
- Support is capped at various levels based on total production budget: up to $500,000 for productions under $5 million, up to $1,000,000 for budgets between $5 million and $10 million, and up to $2,000,000 for budgets above $10 million.
- Eligibility for funding requires that production costs are incurred within Northern Ontario, including labor and production-specific goods and services.
- Financial contributions are determined by the project's assessed Northern Ontario Benefits and Production Strength, as well as the assessed economic impact within the region.

Eligibility

- The production company must own all, or a majority of the rights necessary to exploit and produce the production.
- Applicants must receive a producer credit on the project.
Who is eligible?
The Film and Television Stream is eligible for Canadian production companies that are passionate about supporting and expanding the film and television industry in Northern Ontario. These production companies must be Canadian corporations with Canadian control and must own all or most of the rights needed to exploit and produce the project. Additionally, applicants are required to receive a producer credit on the project to qualify for this stream.Who is not eligible
Projects not in line with the objectives of the Film and Television Stream are not eligible for the grant. The focus is on fostering content that showcases and contributes significantly to Northern Ontario's film and television industry.
- Companies involved in producing unscripted media content, such as reality TV, live sports, news, or improvisational comedy.
- Organizations producing advertisements, partisan content, fundraising videos, or industry-targeted videos not meant for broader consumption.
- Production companies creating content with excessive violence, sexually explicit content, or materials that encourage hatred, intolerance, violence, or criminal activities.

- Marquee value of cast and quality of creative content proposed.
- Credibility of the marketing plan, including distributor's capability and track record.
How to apply
Prepare Project Documentation
- Compile a script or screenplay of your production.
- Write a project synopsis highlighting key elements of your production.
- Develop a detailed production schedule.
- Sign and date your production budget.
- Prepare projected Northern Ontario expenditures in the same format as the production budget.
- Gather copies of applications or commitment letters from all other sources of production financing.
- Secure and attach a written commitment letter(s) from a distributor or broadcaster.
- Create a detailed marketing and distribution plan.
- Forecast national and international revenue projections.
- Include a detailed cast and crew list.
- Provide evidence of a complete and clear chain of title, including a description of the production's development history and all 3rd party agreements.
Demonstrate Financing
- Ensure a majority of the financing is in place or confirmed.
- Demonstrate the availability of all other project financing with terms and conditions satisfactory to the NOHFC.
Application Submission
- Submit the application during one of the four intake rounds: February 1 - April 30, May 1 - July 31, August 1 - October 31, or November 1 - January 31.
- Ensure all documents and information are complete and meet eligibility criteria before submission.
Review Process
- NOHFC staff will review applications for completeness and eligibility.
- Funding decisions are based on the project’s Northern Ontario Benefits and Production Strength.
- Wait for feedback from the NOHFC on the status of your application.
