  • Businesses seeking funding for restoration, refurbishment, or acquisition of artefacts/collections.
  • Entities with projects related to public art displays (statues, memorials, murals).
  • Applicants involved in activities that may displace any level of government from its core obligations, such as infrastructure projects like paving, sidewalks, or sewer/water.

Eligible expenses

  • Capital expenditures directly necessary for the implementation of the project.
  • Contractor fees for construction or renovation work.
  • Incremental third-party project management costs.
  • Rental of tools and equipment specifically used for construction work.
  • Wages for direct project labour, documented with timesheets and paystubs.
  • Employer contributions to CPP, EI, and Pension related to direct project labour (up to the eligible maximum).
  • PST incurred on eligible project expenses.
  • In-kind volunteer labour (valued at set hourly rates) and skilled volunteer labour contributions.
  • Internal use of heavy equipment or machinery owned by the applicant (up to an established hourly rate).
  • Monetized donations of materials, equipment, or services from third parties (with required documentation).

Selection criteria

  • Strength of the application and completeness of required documents.
  • Achievement potential of mandatory and selected key deliverables (job creation and revenue generation).
  • Applicant's and Northern Development’s financial contribution proportions to the project budget.
  • Evidence of broad-based support from multiple stakeholders.
  • Project alignment with community strategic documents and plans.

  • Applications submitted after the intake deadline are carried over to the next funding cycle.
  • Applicants must secure and submit a resolution of support from the appropriate governing body, based on the project's location.
  • For not-for-profit applicants, a society certificate of incorporation is required.
  • Reporting forms and documentation must be completed post-project, with additional annual reporting required for grants above $100,000.
