Overview

The Cultural Infrastructure Program offers up to $300,000 in government funding to support the construction or revitalization of professional arts and cultural facilities. Eligible activities include developing museums, art galleries, heritage sites, performing arts centres, and interpretive centres to enhance community access to cultural spaces.

Financing terms and conditions

  • Grant funding of up to $100,000, covering a maximum of 70% of the eligible project budget.
  • Grant funding of up to $300,000, covering a maximum of 50% of the eligible project budget.

Activities funded

  • Construction of new museums, art galleries, or studios.
  • Revitalization or enhancement of heritage sites.
  • Development or renovation of performing arts centres.
  • Creation or improvement of interpretive centres for cultural activities.

Eligibility

  • The applicant must be located within Northern Development’s service region.
  • Eligible applicants include local governments, registered not-for-profit organizations, registered First Nation bands, and wholly owned First Nation development corporations.
  • The project must involve the construction or revitalization of an eligible arts or cultural facility, such as museums, art galleries, heritage sites, performing arts centres, or interpretive centres.
  • The applicant must secure a resolution of support from the appropriate government or First Nation body based on the project's location.

Who is eligible?

  • Local governments within Northern Development’s service region
  • Registered not-for-profit organizations located in the eligible area
  • Registered First Nation bands in the eligible region
  • Wholly owned First Nation development corporations based in the eligible area

Who is not eligible

  • Organizations not located within Northern Development’s service region.
  • Companies looking to renovate spaces that are not available for public use.
  • Businesses seeking funding for restoration, refurbishment, or acquisition of artefacts/collections.
  • Entities with projects related to public art displays (statues, memorials, murals).
  • Applicants involved in activities that may displace any level of government from its core obligations, such as infrastructure projects like paving, sidewalks, or sewer/water.

Eligible expenses

  • Capital expenditures directly necessary for the implementation of the project.
  • Contractor fees for construction or renovation work.
  • Incremental third-party project management costs.
  • Rental of tools and equipment specifically used for construction work.
  • Wages for direct project labour, documented with timesheets and paystubs.
  • Employer contributions to CPP, EI, and Pension related to direct project labour (up to the eligible maximum).
  • PST incurred on eligible project expenses.
  • In-kind volunteer labour (valued at set hourly rates) and skilled volunteer labour contributions.
  • Internal use of heavy equipment or machinery owned by the applicant (up to an established hourly rate).
  • Monetized donations of materials, equipment, or services from third parties (with required documentation).

  • Organizations located within Northern Development’s service region in British Columbia, Canada.

Selection criteria

  • Strength of the application and completeness of required documents.
  • Achievement potential of mandatory and selected key deliverables (job creation and revenue generation).
  • Applicant's and Northern Development’s financial contribution proportions to the project budget.
  • Evidence of broad-based support from multiple stakeholders.
  • Project alignment with community strategic documents and plans.

Additional information

  • Applications submitted after the intake deadline are carried over to the next funding cycle.
  • Applicants must secure and submit a resolution of support from the appropriate governing body, based on the project's location.
  • For not-for-profit applicants, a society certificate of incorporation is required.
  • Reporting forms and documentation must be completed post-project, with additional annual reporting required for grants above $100,000.
