Who is eligible?

Who is not eligible

  • Organizations outside Northern Development’s service region.
  • Projects involving spaces that are not available for public use.
  • Projects focused on restoration, refurbishment, or acquisition of artefacts or collections.
  • Projects for public art displays such as statues, memorials, or murals.
  • Projects that displace government core obligations, including paving, sidewalks, or sewer and water infrastructure.

Eligible expenses

  • Capital expenditures directly necessary for the implementation of the project.
  • Contractor fees for construction or renovation work.
  • Incremental third-party project management costs.
  • Rental of tools and equipment specifically used for construction work.
  • Wages for direct project labour, documented with timesheets and paystubs.
  • Employer contributions to CPP, EI, and Pension related to direct project labour (up to the eligible maximum).
  • PST incurred on eligible project expenses.
  • In-kind volunteer labour (valued at set hourly rates) and skilled volunteer labour contributions.
  • Internal use of heavy equipment or machinery owned by the applicant (up to an established hourly rate).
  • Monetized donations of materials, equipment, or services from third parties (with required documentation).

Ineligible Costs and Activities

  • Planning, design, engineering, environmental review, and tender preparation costs
  • GST, and benefits such as vacation pay, statutory holiday pay, WCB, extended benefits, bonuses, or allowances
  • Routine repairs and maintenance, and administration costs
  • Construction tools or equipment purchases, land or building purchase or lease fees
  • Renovations to spaces not available for public use, public art displays, and marketing or advertising

Processing and Agreement

  • Applications are reviewed by Northern Development staff through due diligence.
  • Projects are assessed on application strength, key deliverables, funding percentage, applicant contribution, and strategic factors.
  • Northern Development may contact relevant agencies and organizations during review.
  • Successful applicants must meet reporting requirements after project completion.

Additional information

  • Applications submitted after the intake deadline are carried over to the next funding cycle.
  • Applicants must secure and submit a resolution of support from the appropriate governing body, based on the project's location.
  • For not-for-profit applicants, a society certificate of incorporation is required.
  • Reporting forms and documentation must be completed post-project, with additional annual reporting required for grants above $100,000.
