Overview
Crop and Livestock Sector Development (CLSD) supports crop and livestock development through sector-based and regional economic development programming and the establishment of agricultural machinery usage cooperatives. Funding varies by stream, offering up to $150,000 per sector-based development project per year, up to $60,000 per year for regional opportunities (up to $120,000 over the life of the program), and up to $30,000 per year for shared machinery purchases (up to $100,000 over the life of the program).
Activities funded
- Establishing or updating an Agricultural Machinery Usage Cooperative to acquire, own, and manage farm machinery for shared use among members.
- Purchasing specialized agricultural machinery (excluding trucks and tractors) for shared use within an Agricultural Machinery Usage Cooperative.
- Delivering sector-based programming to build capacity and support economic growth in a crop or livestock sector over the next five years.
- Implementing a regional crop or livestock development project that creates new regional economic development opportunities.
Eligibility
- The project must support crop and/or livestock sector development opportunities (e.g., sector-based programming for economic growth, regional growth opportunities, or establishing an agricultural machinery usage cooperative).
- For Agricultural Machinery Usage Cooperatives: the applicant must be a cooperative group established (or in the process of establishing) under the Co-operative Associations Act, with by-laws covering acquisition, ownership, and management of agricultural machinery for shared member use.
- For Agricultural Machinery Usage Cooperatives: the cooperative must have at least 4 members and be up-to-date in reporting to the Financial and Consumer Services Commission (FCNB).
- For Provincial and Regional Economic Development Opportunities: the applicant must be an agricultural industry association or an agricultural producer (individual or group).
- The applicant must obtain any necessary permits, environmental approvals, or certifications required to complete the project.

- For Agricultural Machinery Usage Cooperatives: cooperatives with fewer than 4 members.
- For Agricultural Machinery Usage Cooperatives: cooperatives that are not established (or in the process of establishing) under the Co-operative Associations Act.
- For Agricultural Machinery Usage Cooperatives: cooperatives that are not up-to-date in their reporting to the Financial and Consumer Services Commission (FCNB).
Eligible expenses
- Professional fees to draft or update cooperative by-laws, including registration and incorporation costs.
- Purchase of specialized agricultural machinery/equipment for shared use (e.g., tillage, planting, crop protection, spreading materials such as fertilizer/manure/lime, and harvest equipment), excluding trucks and tractors.
Selection criteria
- Preference is given to sector-based projects (Element 1.1) from sectors that have completed strategic plans supporting the requested programming.
- A strong rationale must be provided explaining why the programming/project is required.
- Clear performance measures must be provided to assess the medium- to long-term impact of the funding on the sector or region.
- For regional economic development opportunities (Element 1.2), a formal business plan is required.
- Projects demonstrating benefits and impacts to more than one province may be considered for regional (multi-province) funding.
