The Slate Development Program offers funding of up to $50,000 to support mid-level and experienced B.C.-based production companies in developing two to five scripted television or feature film projects. Eligible activities include script writing, pre-production planning, and company capacity-building initiatives.

grant_single_labels|terms_and_conditions

  • Successful companies will receive a conditional commitment that must be fulfilled prior to contracting, including the submission of Financing Agreements and Chain of Title Certificates.
  • Funding is provided as a modest grant to support development costs of two to five scripted television or feature film projects.
  • The maximum funding available per applicant is up to $50,000.
  • The overall funding envelope available is up to $600,000.
  • Funding disbursements require the submission of final deliverables, which include a report on development outcomes and project costs, along with receipts for final costs.
  • Creative BC may request written updates on project outcomes and activities as part of the funding terms.
  • Successful applicants must adhere to sustainable practices and complete a Climate and Sustainable Production Training course.
  • Reciprocal acknowledgement of financial support must be made by placing Creative BC's logo on marketing materials and in production credits.
  • Defaulting on terms may limit further funding access and may require immediate repayment of advanced funds.

grant_single_labels|admissibility

  • The applicant must be a company incorporated in British Columbia or Canada with its head office in British Columbia. Companies extra-provincially registered in B.C. are not eligible.
  • The majority of the common interest voting shares of the company must be held by B.C. residents.
  • The primary business of the applicant must be the creation of motion picture audiovisual content.
  • The applicant, and any related or associated parties, must be in good standing with Creative BC.
  • The applicant or the company must demonstrate in the past 5 years either a minimum B.C. owned and controlled production spend of $1 million in the province, or have produced a minimum of 2 completed B.C. owned and controlled film or television productions that have been released theatrically, broadcast on television (including VOD services), or played at internationally recognized film festivals.
  • Companies that received Slate Development funding in the 2023/24 funding round (Round 2) are not eligible to apply for Round 3.
  • Companies that received Slate Development funding in Round 1 can reapply but must demonstrate how the previous funding supported their growth and how additional funding will continue to do so.

  • Companies primarily engaged in the creation of motion picture audiovisual content.

  • Projects currently supported through other Creative BC funding programs.
  • Projects defined as excluded productions under the Film & Television Tax Credit Regulations, such as pornography, talk shows, news, live sports events, game shows, and advertising.
  • Companies that received funding in the 2023/24 funding round (Round 2).

  • Acquisition of rights or optioning fees.
  • Script writing (all phases) and script workshopping.
  • Production of a demo, storyboards or animatic.
  • Pre-production planning, finance packaging and/or casting.
  • Business affairs and legal services associated with development activities.
  • Producer fees and corporate overhead (up to a combined total of 40% of development costs).
  • Marketing and travel expenses related to securing market support or further financing.
  • Company capacity-building activities such as hiring key professionals, engaging a producer mentor, bringing on executive support, and conducting company-wide training or workshops.

  • Step 1: Review Guidelines
  • Access the Creative BC website to download the Slate Development Program 2024/2025 (Round 3) Guidelines.
  • Carefully read through the guidelines and the application checklist.
  • Ensure your company meets all eligibility criteria outlined in the guidelines.
  • Step 2: Prepare Application Materials
  • Compile company information including shareholders' and directors' filmographies.
  • Provide an overview of the company's track record and prior completed work satisfying the minimum eligibility requirements.
  • Draft a high-level budget for each project intended to receive funding.
  • Prepare a Slate Development Business Plan detailing your company’s growth strategy and market analysis.
  • Identify projects in your development slate with a brief description and development strategy.
  • Ensure you have a statement on diversity, inclusion, and gender parity across your slate.
  • Step 3: Complete Online Application
  • Log into Creative BC’s application portal starting November 14, 2024, at 4:00 PM PT.
  • Fill out the online application form with all necessary information and details.
  • Attach all compiled documents and business plans to the online application.
  • Step 4: Submit Application
  • Finalize any last-minute reviews of your application and its attachments.
  • Submit the completed application by December 19, 2024, at 4:00 PM PT.
  • Retain a copy of the submission confirmation for your records.
  • Step 5: After Submission
  • Consider reaching out to Creative BC for any confirmations or queries you might have post-submission.
  • Wait for further communication or feedback from Creative BC regarding the status of your application.

  • Creative BC requires all filmmakers to adhere to the On Screen Protocols & Pathways guide when working with First Nations, Métis, and Inuit communities, cultures, concepts, and stories.
  • The Black Screen Office's "Being Seen" study is a recommended tool for creating authentic and inclusive content and is supported by Creative BC. Applicants are encouraged to use it to foster systemic and long-lasting transformation in the industry.
  • As part of the Slate Development Program, successful applicants must adhere to sustainable practices informed by the Reel Green™ initiative to minimize environmental impacts during project development.
  • Applicants are required to take the Climate and Sustainable Production Training course as part of their commitment to sustainability.
  • Successful applicants must utilize industry-level carbon calculators, such as the Green Production Guide Carbon Footprint Calculator or the albert Carbon Footprint Calculator, in line with the Government of Canada’s net-zero emissions goals by 2050 or earlier.
  • Creative BC upholds a commitment to a harassment-free workplace, and all funding recipients must abide by the Canadian Creative Industries Code of Conduct.
  • Funding recipients are required to acknowledge Creative BC's financial support in all marketing materials and tail credits of completed productions where other financiers are credited, and they are encouraged to share this acknowledgment on social media.
  • In cases of non-compliance with the terms of the funding agreement, Creative BC reserves the right to request repayment of funds and limit future access to their funding programs.
