Eligibility

  • The applicant must be a private, non-profit organization based in Canada.
  • The organization must be at risk of hate-motivated incidents or crimes, or belong to a community at risk.
  • The project site must fall under one of the following categories: place of worship, community centre, recognized educational institution, shelter for victims of gender-based violence, office/administrative space, cemetery, or non-profit child care centre.
  • The organization must provide supporting documentation demonstrating the risk or history of hate-motivated incidents affecting their community.
  • The applicant must be able to cover at least 30% of total eligible project costs from private, provincial, territorial, or municipal sources (as government funding for the project cannot exceed 100%).

Eligible expenses

  • Purchase and installation of physical security equipment (e.g., protective barriers, exterior lighting, security window film, anti-graffiti coating, intrusion detection systems, access control systems, video surveillance, including labor and installation costs).
  • Minor renovations directly related to enhancing security at entryways or building perimeters (e.g., reinforced doors, window reinforcements, secure vestibules, targeted landscaping for identified vulnerabilities).
  • Security fire monitoring equipment (e.g., fire monitoring panels, smoke and heat detectors—when above minimum code requirements and directly linked to security objectives).
  • Emergency notification and alert systems (restricted to emergency use, such as loudspeakers, intercoms, emergency buttons).
  • Professional security assessments of site vulnerabilities and development or improvement of security, emergency, and evacuation plans.
  • On-site or online security-related training (linked to responding to hate-motivated incidents and proper use of installed security equipment) for staff and volunteers (excluding security personnel training).
  • Short-term (up to 90 days) authorized third-party security personnel or off-duty police (excluding RCMP) during periods of heightened risk.
  • Eligible mixed-use items, such as: televisions (up to $600 each), computer monitors (up to $250 each), desktop computers (up to $1,000 total), and workstations (up to $1,500 total)—limited to one unit per site.

Selection criteria

  • Alignment of the project with at least one of the program objectives, such as reducing or mitigating harm from hate-motivated incidents, equipping communities to face risks, or raising awareness of challenges faced by at-risk communities.
  • Demonstration of a clear need and direct link between identified security vulnerabilities and the proposed project activities.
  • Clarity, coherence, and completeness of the project plan, including justification for requested measures and proposed budget.
  • Quality and completeness of supporting documentation, including budget, vendor quotes, and evidence of risk (media articles, police reports, etc.).
