Eligibility

Who is eligible?

  • Communities at risk of experiencing hate-motivated crimes and incidents that belong to an eligible recipient class.

  • Private not-for-profit organizations that own or lease eligible project sites.

  • Government bodies.
  • Publicly funded institutions.
  • For profit organizations.

Eligible expenses

  • Physical security enhancement equipment
  • Minor renovations and supplementary equipment
  • Security assessments, plans, and protocols
  • Security training
  • Time-limited third-party licensed security personnel or paid-duty police officers

Ineligible Costs and Activities

  • Interior security measures in enclosed spaces or individual rooms such as bathrooms, classrooms, offices, kitchens, small rooms, or residential areas of the site
  • Bollards or planters intended solely to restrict access to parking lots or manage traffic flow
  • Additional software, licenses, subscriptions, or upgrades required to activate or operate biometric, analytical, identification, or tracking features
  • Replacements or upgrades of existing bollards where no demonstrable vehicle-ramming mitigation improvement is achieved
  • Ongoing maintenance or servicing costs, including lubrication, clearing of bollard housings, repairs, adjustments, testing, or usability upkeep

Selection criteria

  • Project proposals should align with the objectives of the CCSP.
  • Proposed equipment will be assessed based on reasonability, type and proposed location, the security purpose, whether it is of fair market value, and meets the program's objectives to deter hate-motivated crimes.

How to apply

  • Only applications submitted through the online application portal are accepted.
  • Please submit only one application per project site.
  • If you are applying for more than one project site, each project site requires a separate application.
  • An organization or individual may apply on behalf of another organization only if authorized to do so.
  • You must attach a copy of the document that confirms your organization is recognized by the province or territory in which you operate.

Processing and Agreement

  • Applications are reviewed by Public Safety Canada after submission.
  • Applicants may be asked for additional information during assessment.
  • All applicants are contacted once the assessment phase is complete.
  • Funding is not confirmed until a contribution agreement is signed.
  • Funded projects must meet reporting requirements after completion.

Additional information

  • Organizations are encouraged to sign up for the mailing list to receive program updates and announcements.
  • Applicants may be asked for additional supporting documentation during the evaluation process at the program's discretion.
  • Online information sessions are offered in both official languages for prospective applicants.
  • All projects funded may be audited within six years of completion.
