Overview
The Brome-Missisquoi Pact 2025 offers a total fund of $100,000 to address poverty, social inclusion, and vulnerability in the region through projects undertaken by non-profit organizations and non-rebate cooperatives. Eligible activities must be community-driven and align with territorial social development priorities, encompassing areas such as food security, homelessness, transport, and access to community services.
Financing terms and conditions
- Subventions awarded cannot exceed 90% of the total project costs.
- Contributions from the promoter can be in the form of time, money, or resources.

Eligibility
- The applicant must be a non-profit organization or a cooperative without patronage whose mission includes providing services within the territory of the MRC de Brome-Missisquoi.
- Religious-based non-profit organizations and cooperatives are not eligible.
- The project must be a co-constructed initiative including the involvement of the MRC.
- The project must address social development issues identified by the Brome-Missisquoi Social Development Network and align with the strategic orientations and objectives of the Brome-Missisquoi Sustainable Territorial Development Plan 2024-2034.
- Projects beneficial to more than one service pole within the MRC and targeting identified vulnerable populations are preferred.

- Non-profit organizations operating within the MRC de Brome-Missisquoi region.
- Non-rebate cooperatives that provide services in the MRC de Brome-Missisquoi area.

- Organizations with a religious character.
- The CLD of Brome-Missisquoi.
Eligible expenses
- Salaries and social charges related to employees directly involved in the project.
- Consultant fees, professional services, or subcontracting for external services.
- Costs associated with staff training and development involved in the project.
- Travel, accommodation, and meal expenses related to project activities.
- Communication and advertising expenses, including project advertisement, design, and printing of promotional materials.
- Event expenses for conferences or workshops to promote project goals.
- Purchase of equipment and materials for assisting the target clientele.
- Administrative expenses, capped at 10% of the total project cost up to $5,000.
- Evaluation and monitoring costs related to assessing the project's impact.

Selection criteria
- Pertinence of the project concerning identified territorial issues by the Brome-Missisquoi Social Development Network: safety food, homelessness, transport, access to socio-community services, anxiety and distress, and inclusion of English-speaking and immigrant individuals. (20 points)
- Involvement of stakeholders: Participation of local partners and the MRC in the co-construction process and their continuous engagement throughout the project. (10 points)
- Target audience and vulnerability: Focus on vulnerable groups, particularly young individuals and seniors, addressing their specific needs with clear identification of the number of vulnerable persons reached. (10 points)
- Social impact of the project: Positive contributions towards social inclusion and citizen well-being with measurable and significant outcomes. (20 points)
- Scope of the project: Engagement with multiple municipalities or MRC service hubs. (10 points)
- Project sustainability and durability: Planning for project continuity beyond financial aid and compliance with sustainable development principles. (15 points)
- Budget: Realistic and well-defined financial planning with diversified funding sources. (5 points)
- Timeline: Realistic and well-structured project schedule. (5 points)
- Evaluation and follow-up: Presence of an evaluation and tracking plan with measurement indicators and targets. (5 points)

Preparation of the required documents
- Obtaining a resolution from the board of directors of the organization identifying the signatory of the request.
- Providing a copy of the organization's bylaws.
- Including a copy of "the information statement of a legal entity in the business register."
- Gathering other relevant documents for the project evaluation.

Submission of the request
- Submit the completed application form along with the required documents.
- Send the documents to the email address provided by the MRC or through other indicated means.

- The Pacte Brome-Missisquoi encourages projects that have multiple sources of funding where the grant acts as a leverage to maximize impact.
- Promotion and communication about the outcomes of funded projects are part of the MRC's strategy to share successes and best practices within the community.
- Approved projects will have a specific agreement protocol signed between the designated representatives of the applicant organization and the MRC.
- The grant payment can be disbursed in up to three installments, with conditions set on a project-by-project basis.
