Who is eligible?

  • Recognized organizations resulting from a change of status or merger

Who is not eligible

  • Government ministries, budgetary bodies, Crown corporations, and municipal entities
  • Financial cooperatives and banking institutions
  • Applicants with recent non-compliance with a prior financial assistance obligation
  • Applicants under an animal welfare order
  • Applicants under bankruptcy or creditor protection proceedings

Eligible expenses

  • External expertise and consulting fees
  • Salaries and social charges for staff and partners
  • Travel, accommodation, supplies, equipment, rentals, and operating costs
  • Administration and management costs
  • Intellectual property, depreciation, and non-recoverable GST/QST

Ineligible Costs and Activities

  • Costs not directly linked to the project
  • Cost overruns requested as additional funding
  • Land acquisition and building purchase, construction, or expansion
  • Expenses involving certain non-eligible subcontractors
  • Non-recoverable GST/QST is eligible; recoverable GST/QST is not

How to apply

  • Step 1: Prepare the application
    • Complete and sign the application form.
    • Gather the required financial and strategic documents.
  • Step 2: Submit by email
    • Send the complete application package to the Ministry by email.
    • Submit the request in French.
  • Step 3: Review by the Ministry
    • The Ministry reviews the complete application for eligibility and completeness.
    • Additional information may be requested if needed.
  • Step 4: Decision and agreement
    • Receive the funding decision by email.
    • If approved, sign the funding agreement.
