- Applicants under an animal welfare order
- Applicants under bankruptcy or creditor protection proceedings

- Salaries and social charges for staff and partners
- Travel, accommodation, supplies, equipment, rentals, and operating costs
- Administration and management costs
- Intellectual property, depreciation, and non-recoverable GST/QST

- Cost overruns requested as additional funding
- Land acquisition and building purchase, construction, or expansion
- Expenses involving certain non-eligible subcontractors
