The ÉcoPerformance and Bioénergies programs in Quebec provide financial assistance to businesses to reduce greenhouse gas emissions from fossil fuel consumption and production processes, aiming to support energy efficiency and alternative energy projects. The programs offer a maximum funding amount which is determined through a signed financial assistance agreement outlining the eligible measures and activities for each participant.

  • Financial assistance can cover up to 50% of eligible project expenses.
  • Maximum funding is $25,000 per site for small and medium energy consumers (annual fossil fuel consumption under 36,000 GJ).
  • Maximum funding is $50,000 per site for large energy consumers (annual fossil fuel consumption of 36,000 GJ or more).

  • Analysis of the feasibility of converting fossil fuel systems to bioenergy systems for thermal energy production.
  • Assessment of the technical and economic feasibility of transitioning to bioenergy as an alternative to fossil fuels.
  • Preparation of a study report by a licensed engineer, detailing the conversion measures and associated costs.

Eligibility

  • The applicant must operate a site located in Quebec.
  • The applicant must consume fossil fuels and commit to reducing this consumption in a measurable and sustainable way through a conversion project to bioenergy.
  • The applicant must operate in one of the following sectors: commercial, institutional, municipal, industrial, manufacturing, agricultural, or agri-food.
  • The applicant may be a small, medium, or large energy consumer, defined as consuming less than 36,000 GJ or 36,000 GJ and above of fossil fuels per year.

  • Consultant fees, if applicable.
  • Fees for internal specialists, including salary, benefits, and travel expenses up to an eligible cap specified in the agreement.
  • Rental costs for measurement equipment.

How to apply

Preparation of documents

  • Prepare the Project Plan signed by a member in good standing of the OIQ.
  • Prepare the Monitoring Plan signed by a member in good standing of the OIQ.
  • Complete the Financial Assistance Application Form (tabs 1 to 3).
  • Obtain a version signed by the authorized signatory of the company for tab 1 of the Financial Assistance Application Form.
  • Collect any other documents to support the application.
  • For large industrial projects, prepare a comprehensive business plan for the overall project.

Submission of a complete application

  • Send the documents prepared by email to the address: transitionenergetique.affaires@mern.gouv.qc.ca.
  • Receive an automatic acknowledgment of receipt from the MELCCFP.

Assessment of the request

The MELCCFP evaluates the content of the application and may request clarifications.

Confirmation of the data

  • Check the accuracy of the data transmitted using the document Confirmation conditions implantation received by email.
  • Correct any inaccurate information in collaboration with the program officer.

Announcement of the financial aid agreement

Receive a letter announcing the amount of the maximum financial aid granted.

Signing of the financial aid agreement

  • Sign the financial assistance agreement by the authorized signatory.
  • Send the read and signed copy to the MELCCFP by email.
  • Receive the signed copy from the MELCCFP.

First payment

  • Submit the detailed cost report along with the relevant invoices and cost notes.
  • Send a copy of the initial purchase orders for the project.
  • Update and submit the Monitoring Plan, if applicable.

Progress Report (optional)

Document a summary portrait of the work completed and upcoming if more than 50% of the work is completed.

Second payment

Submit the Progress Report, the Detailed Cost Report with invoices, and the updated Monitoring Plan.

Functioning Report

Submit the commissioning report signed by an engineer who is a member of the OIQ.

Third payment

Receive the payment after validation of the Commissioning Report and the associated documents.

Measurement

Carry out the measurements according to the established Monitoring Plan.

Project Report

Write and submit the Project Report, signed by a member of the OIQ.

Last payment

Receive the final payment after validation of the last submitted documents.

Annual Follow-up Report

Send the annual update report to the MELCCFP according to the engagement period.

Follow-up

Fill out and submit the simplified annual monitoring report to ensure compliance with contractual commitments.

Here are additional relevant details for this grant:
  • The grant can be combined with other financial aid except loans, and the SOFIAC financial support is considered a loan.
  • Adjustments to financial aid distribution can occur during the project to prevent overpayment.
  • The official Date of Prior Notification determines the eligibility period for expenses and can be issued up to 30 days before a complete application submission.
  • Projects must adhere strictly to technical analyses for eligibility and grant awarding, which could lead to non-eligibility or rejection if not met.
