The Aboriginal Participation Fund (APF) — Mineral Development Advisor stream provides financial support to eligible Aboriginal communities and organizations in Ontario to enhance their participation in mineral exploration and development regulatory processes. Funding covers expenses such as salaries, training, travel, professional fees, and relationship-building activities, with amounts tailored to the scope and duration of each approved project.

- Salary and wages for Mineral Development Advisor positions: $22.13–$25.11 per hour (Level 1), $27.48–$29.00 per hour (Level 2), or $52,229–$60,320 per year, within 50%-60% of budget.
- Professional legal services for Transfer Payment Contribution Agreement review: $200–$350 per hour, to a maximum of $2,000 (up to 1% of budget).
- Training and conference costs (e.g., Prospectors and Developers Association of Canada Conference): maximum $5,000 per person, within 5%-10% of budget.

- The applicant must be an Aboriginal community or organization located in Ontario.
- Single applicants must be Aboriginal communities in areas of high mineral exploration and/or development activity.
- Joint applicants can include two or more Aboriginal communities in areas of high mineral exploration and/or development activity, or Aboriginal organizations such as Tribal Councils or economic development organizations representing such communities.
- For applications representing multiple communities, a Band Council Resolution from each community represented must be provided in support of the application.
- The project must aim to build relationships with other Aboriginal communities, industry proponents, and government in relation to mineral exploration and development.

- Applicants whose projects are related to Government of Canada or other provinces' consultation or engagement activities.
- Applicants proposing costs for research aimed at pursuing land claims or litigation.

- Salary wages and mandatory employer-related costs (MERCs).
- Conference, seminar, or workshop fees and related travel expenses for community members, specifically related to mineral exploration and development.
- Professional fees for consultants and/or technicians providing technical expertise, such as project managers or other technical experts related to the proposed project.
- Travel costs for activities directly related to the proposed project, conforming to the OPS Travel, Meal and Hospitality Directive.
- Honoraria and payments to Elders for meeting attendance, specialized knowledge, cultural ceremonies, or offerings.
- Costs associated with meetings, presentations, and workshops, including printing materials, venue rental, and other reasonable associated expenses.
- Equipment purchase or rental costs specifically linked to project implementation (e.g., office equipment, computers, software, tape recorders).
- Administrative costs such as space and equipment rental, utilities, telephone/fax and network charges, postage/courier, photocopying, financial institution service fees, and office supplies (with only a small portion of costs allocated to this category).
- Other costs not detailed on this list but deemed by the ministry to support the applicant in carrying out proposed work plan activities (at the ministry's discretion).

- Applicant Profile (30%): Assessment of the applicant's profile with consideration for mineral exploration and/or development activity, including review of past funding received from ENDM or other Ontario government sources, and whether the project builds on previous ministry-funded projects.
- Stream Objectives and Proposed Work Plan (50%): Evaluation of how well the application and work plan align with the objectives of the funding stream, including the quality and detail of the proposed activities.
- Proposed Budget (20%): Assessment of the reasonableness of the proposed budget, based on anticipated activities and adherence to cost guidelines.

- Applicants must register for Transfer Payment Ontario (TPON) using a "ONe-key" account prior to applying. If the applicant has used TPON for another grant, a new account is not needed unless the applicant is a different individual within the organization.
- Upon submission of an application via TPON, an email confirmation will be sent to the primary applicant. Applicants are responsible for ensuring they receive this confirmation.
- Recipients are required to sign a Transfer Payment Contribution Agreement, which includes obligations such as maintaining at least $2 million commercial general liability insurance listing the Government of Ontario as a co-insured party.
- Recipients must adhere to specific reporting requirements and may be subject to audit or verification by the ministry to ensure proper use of funds.
- The ministry reserves the right to reclaim transferred funds if project deliverables are not completed or intended outcomes are not achieved.
- Applicants must obtain ministry approval for any changes to the proposed project after funding is approved.
- Completed applications may be submitted at any time during the fiscal year, but applicants should confirm with the ministry that the stream remains open before applying, as it may close if fully subscribed.
- Applications and related information submitted to the ministry may be subject to disclosure under Ontario’s Freedom of Information and Protection of Privacy Act.
- Budget guidelines and caps for various cost categories are provided; only a small portion of the budget can be allocated to administration.
- Funding is subject to ministry discretion, availability, and the institution of a valid Transfer Payment Contribution Agreement; meeting eligibility and evaluation criteria does not guarantee funding.
