The Aboriginal Participation Fund — Values Mapping and Related Projects stream supports Ontario Indigenous communities and organizations in undertaking traditional knowledge and values mapping, shared territory projects, and related initiatives to enhance participation in mineral exploration and regulatory processes under the Mining Act. Funding amounts are determined based on project scope and need, with eligible expenses including salaries, professional fees, travel, training, and meeting costs.

  • Salary and wages for project staff may be funded, with Level 1 positions at $22.13-$25.11 per hour (up to $52,229 per year) and Level 2 positions at $27.48-$29.00 per hour (up to $60,320 per year).
  • Honoraria may be funded at a rate of $500 per day or $250 per half day.
  • Funding will be disbursed in part upon signing the Transfer Payment Contribution Agreement; the remaining balance will be released according to a negotiated payment schedule, based on activities undertaken and expenses incurred.

  • Traditional knowledge and values mapping projects, which may include the collection of oral histories, GIS training for project participants, and the development of databases to access and manage collected information.
  • Shared territory solutions and projects addressing traditional knowledge or values-related issues and interests, enabling two or more Aboriginal communities to resolve overlapping territory or values-related concerns.
  • Other projects defined by the applicant that align with the stream objectives, including activities that support the capacity of communities to participate in and respond to information requests in regulatory processes under the Mining Act.

  • The applicant must be an Aboriginal community or organization located in Ontario.
  • Single applicants must be Aboriginal communities in areas of high mineral exploration and/or development activity.
  • Joint applicants may include two or more Aboriginal communities in areas of high mineral exploration and/or development activity, or Aboriginal organizations (such as Tribal Councils or economic development organizations) representing these communities.
  • Aboriginal communities or organizations applying on behalf of more than one community must provide a Band Council Resolution from each community represented on the application.
  • Applicants must propose projects that support capacity building to participate in and respond to information requests in regulatory processes under the Mining Act.
  • Projects may focus on values identification, traditional knowledge and values mapping, shared territory solutions, or other related initiatives in line with the stream's objectives.

  • Salary wages and mandatory employer-related costs (MERCs).
  • Professional fees, consultants and/or technicians for technical expertise related to project development and management.
  • Travel costs for activities directly related to the proposed project, in accordance with the OPS Travel, Meal and Hospitality Directive.
  • Honoraria, including payments to Elders for attendance at meetings, cultural knowledge, or ceremonies as required.
  • Costs associated with meetings, presentations, and workshops, such as printing materials, venue rental, and other reasonable related expenses.
  • Equipment purchase or rental costs specifically linked to project implementation, including office equipment (desks, chairs, printers, computers, software, tape recorders, etc.).
  • Costs related to administration, such as space and equipment rental, utilities, telephone/fax charges, network charges, postage/courier charges, photocopying charges, financial institution service fees, and office supplies (with only a small portion of costs eligible for this category).
  • Other costs that support the applicant in carrying out proposed work plan activities, considered on a case-by-case basis at the ministry’s discretion.

  • Applicant Profile (30%): Assessment of the applicant's profile, including evaluation of mineral exploration and/or development activity (e.g., number of claims staked over the past year).
  • Stream Objectives and Proposed Work Plan (50%): Evaluation of how well the application addresses the stream objectives, as demonstrated through responses to relevant application questions and the detail and clarity of the proposed work plan for the funding year.
  • Proposed Budget (20%): Review of the proposed budget to ensure it is reasonable, aligns with anticipated activities, and follows cost guidelines.

  • Successful applicants must sign a Transfer Payment Contribution Agreement with the ministry, outlining terms and conditions for funding.
  • Recipients are required to maintain at least $2 million in commercial general liability insurance coverage and name "Her Majesty the Queen in Right of Ontario as represented by the Minister of Energy, Northern Development and Mines" as a co-insured party.
  • Recipients must submit reports within specified timeframes using the ministry's reporting forms.
  • The ministry reserves the right to verify or audit submitted information to ensure funds are used as intended.
  • If intended outcomes are not achieved or services are not delivered, the ministry may require repayment of funds.
  • Any changes to approved projects require prior ministry approval.
  • The application and all associated information may be subject to disclosure under Ontario's Freedom of Information and Protection of Privacy Act.
  • Funding is not an acknowledgement by the Government of Ontario of Aboriginal or treaty rights, nor an indication of a commitment to engage in specific consultation activities.
  • The ministry may conduct a risk assessment and financial appraisal to confirm an applicant's capacity to manage funding.
  • Applications can be submitted at any time during the fiscal year but applicants should confirm availability as the fund is subject to being fully subscribed.
