- Applicants under insolvency or bankruptcy protection.

- Professional fees for contractors.
- Staff wages and related employer contributions for time spent on the project.
- Advertising, communications, and promotional costs.
- Rental of rooms, machinery, materials, or equipment.
- Travel and accommodation costs within public service rates.
Ineligible Costs and Activities
- Costs not directly related to the project.
- Cost overruns.
- Construction, renovation, or purchase of buildings or land.
- Normal maintenance, electronic or computer equipment, software, and licences.
- Meals, operating deficits, debt service, taxes, and expenses tied to excluded cannabis activities.
