Overview
The African Swine Fever Industry Preparedness Program – Prevention and Preparedness Stream provides government funding of up to $23.4 million to support initiatives that strengthen the prevention, preparedness, and mitigation of African swine fever in Canada. Eligible activities include developing biosecurity protocols, emergency management plans, communication strategies, and industry training to enhance sector readiness against potential outbreaks.
Financing terms and conditions
- Administrative costs are automatically calculated at a flat rate of 10% (excluding capital assets over $100,000) and do not need to be itemized in the application.
- Only costs incurred between August 26, 2022, and March 31, 2025, are eligible for reimbursement; expenses outside these dates are ineligible.
- For capital expenditures, any asset with a per-item cost greater than $10,000 requires pre-approval and must have a useful life exceeding one year.

Eligibility
- The applicant must be one of the following organization types: for-profit (partnership or corporation), not-for-profit (sector council or corporation), provincial/territorial/municipal government, Indigenous (First Nations, Métis, Inuit community/government, association, or organization—either not-for-profit or for-profit), or academia (private university or college, public degree-granting college or university).
- The applicant organization must provide a valid Canada Revenue Agency (CRA) business number, or be prepared to supply one upon approval if not available at the time of application.
- The project must align with the program's objective to enhance the industry's capacity to prevent African Swine Fever (ASF), prepare for its entry into Canada, and mitigate its impacts in the case of an outbreak.
- The application must include all required documentation, such as a certificate or articles of incorporation and financial statements for the last two years.

Eligible expenses
- Salaries and benefits for staff executing project activities (excluding administrative reporting roles).
- Professional or specialized contracted services, including inspection, consulting, project management, and expert services relevant to project tasks.
- Travel expenses directly related to project activities, such as transportation, per diems (meals, incidentals), accommodations, and associated travel costs.
- Capital expenditures for tangible assets directly required for the project (over $10,000 require pre-approval; purchase of land or buildings is ineligible).
- Other direct project costs such as shipping, printing, conference and registration fees, construction material costs, translation, and costs related to production of materials, documents, or marketing plans.
- Administrative costs related to project management and reporting, calculated as a 10% flat rate of eligible costs (excluding large capital expenditures).

- Demonstrated organizational capacity to deliver the proposed project, supported by past relevant experience and available resources.
- Quality and feasibility of the project work plan, including clearly defined activities, timelines, milestones, and performance measures.
- Detail and reasonableness of the proposed budget and supporting cost estimates.
- Comprehensive project risk mitigation plan, including identification of major risks and proposed mitigation actions.
