Eligible expenses
- Salaries and benefits for staff executing project activities (excluding administrative reporting roles).
- Professional or specialized contracted services, including inspection, consulting, project management, and expert services relevant to project tasks.
- Travel expenses directly related to project activities, such as transportation, per diems (meals, incidentals), accommodations, and associated travel costs.
- Capital expenditures for tangible assets directly required for the project (over $10,000 require pre-approval; purchase of land or buildings is ineligible).
- Other direct project costs such as shipping, printing, conference and registration fees, construction material costs, translation, and costs related to production of materials, documents, or marketing plans.
- Administrative costs related to project management and reporting, calculated as a 10% flat rate of eligible costs (excluding large capital expenditures).

- Clarity and completeness of the project description, including objectives, industry needs addressed, and alignment with program objectives.
- Demonstrated organizational capacity to deliver the proposed project, supported by past relevant experience and available resources.
- Quality and feasibility of the project work plan, including clearly defined activities, timelines, milestones, and performance measures.
- Detail and reasonableness of the proposed budget and supporting cost estimates.
- Comprehensive project risk mitigation plan, including identification of major risks and proposed mitigation actions.
How to apply
- Step 1: Download and Complete the Project Application Form
- Download and save the application form from the program's website.
- Fill in all required sections, including organization information, project information, work plan, budget, and sources of funding.
- Step 2: Prepare Supporting Documents
- Collect and prepare required attachments, such as:
- Certificate or Articles of Incorporation (or equivalent legal documentation for Indigenous applicants).
- The last two years' financial statements and the most recent interim financial statement.
- Project endorsement letters or letters of support (optional).
- Capital Asset Pre-approval using the AAFC template (if applicable for purchases over $10,000).
- Project Risk Mitigation Plan, detailing risks, their impacts, and mitigation actions.
- Collect and prepare required attachments, such as:
- Step 3: Complete the Work Plan and Budget Sections
- Clearly outline key activities, timelines, responsible parties, and methods in the work plan tab.
- Provide detailed cost breakdowns for each activity and enter project costs in the budget section.
- Ensure that administrative costs are managed according to program instructions (do not manually include them in the budget; these are calculated automatically).
- Step 4: Review and Finalize Application Package
- Ensure all required fields are complete and all documents are attached.
- Check the checklist in the Project Information tab to confirm nothing is missing.
- Step 5: Submit Application to Agriculture and Agri-Food Canada (AAFC)
- Submit the completed application form and all supporting documents to AAFC as instructed in the program materials.
- The authorized representative must submit the application on behalf of the organization.
