Eligibility

Who is eligible?

  • Legally incorporated for-profit businesses or groups of businesses.
  • Applicants operating in the forest products industry or using products from that industry.
  • For Stream 3, applicants whose main economic activity is or will become tied to the forest products industry after the project.
  • Applicants with an establishment in Quebec.

Who is not eligible

  • equipment manufacturers
  • businesses whose main activity is heat or energy production
  • applicants listed in the Registre des entreprises non admissibles aux contrats publics (RENA), including subcontractors
  • insolvent applicants, bankrupt applicants, or applicants under bankruptcy protection

Eligible expenses

  • direct material costs
  • equipment rental, purchase, installation, transport, customs, and transport insurance costs directly needed for the project
  • software purchase and development costs essential to the project
  • material sampling and quality control costs related to process development
  • project management fees up to 5% of eligible expenses

Ineligible Costs and Activities

  • expenses related to preparing the application or reporting
  • administration, operating, and financing costs
  • loan repayment, contingencies, taxes, and interest on a loan
  • marketing costs, life-cycle analyses, and environmental product declarations
  • projects whose products are only energy or heat

Selection criteria

  • level of innovation of the process, technology, equipment, system, or product
  • strategic nature of the plant, including supply, profitability, site vulnerability, and industrial ecosystem synergies
  • clarity and realism of objectives, market knowledge, expertise, financial viability, and realistic milestones
  • economic returns, competitive advantage, access to new markets, and reproducibility potential
  • minimum passing score of 75%, with the mandatory criterion requiring at least 80%

How to apply

  • Read the Guide du requérant before preparing the application.
  • Complete the application form and the eligible expenses table.
  • Attach the supporting documents requested in Annex II of the guide.
  • Submit the application by email to PIB@mrnf.gouv.qc.ca.

Processing and Agreement

  • Eligible applications are analyzed for admissibility and eligibility after submission.
  • Applications judged compliant and admissible are evaluated by a selection committee of at least three MRNF experts.
  • A formal written decision is then communicated to the applicant.
  • If accepted, a subsidy agreement must be signed between the applicant and the minister.

Additional information

  • The program uses an appel à projets mechanism for investment projects in volets 1A, 2 and 3.
  • Applications for investment projects are accepted only within the deadlines announced for each call.
  • A complete application must include the required documents listed for volet 3.
  • An acknowledgement of receipt is sent after submission and confirms only that the application was received.
