Documents Needed

  • Subsidy application form completed to the satisfaction of the MRNF and signed by the authorized person, in PDF format.
  • Subsidy application form completed to the satisfaction of the MRNF, in Excel format, plus the Excel file of the project's eligible expenses.
  • Audited financial statements for the last three years, or for the last available year if the business has operated for less than three years; if this is impossible, a justification and proof of financial capacity to carry out the investment project.
  • Board resolution designating the person authorized to submit the application.
  • Detailed quotes from suppliers and specialists for any contract valued at $50,000 or more, a complete business plan or other document demonstrating the project's financial profitability, and the CVs of employees involved in the project, maximum 2 pages.

Eligibility

Who is eligible?

  • Legally constituted for-profit businesses or groups of businesses.
  • Applicants that operate in the forest products industry or use products from that industry.
  • For Stream 3, applicants whose activities in that industry are their main economic activity or will become so after the project.
  • Applicants with an establishment in Quebec.

Who is not eligible

  • Equipment manufacturers.
  • Businesses whose activities are related to heat or energy production.
  • Applicants listed in the Registre des entreprises non admissibles aux contrats publics (RENA), including applicants with subcontractors listed there.
  • Applicants that failed to meet their obligations after formal notice in connection with previous Quebec government financial assistance, or that do not meet the required integrity standards.
  • Applicants that are insolvent, bankrupt, under a proposal or creditor arrangement, or benefiting from a law concerning bankruptcy or insolvency.

Eligible expenses

  • Direct material costs.
  • Equipment rental, purchase, installation, transport, customs, and transport insurance costs directly required for the project; equipment used partly beyond the project or for wood and other materials is funded only in proportion to eligible use.
  • Purchase and development of software essential to the project, material sampling and quality control costs, and fees tied to technology transfer reports or licences.
  • Study, expert consulting, and subcontracting costs, including out-of-Quebec study, research, or consulting work only if indispensable to the project and limited to 5% of the total project cost unless approved by the MRNF.
  • Current salary expenses including benefits and mandatory contributions up to the MRNF rate, professional fees up to the annual MRNF rate, prototype and system production costs, and project management fees up to 5% of eligible expenses.

Ineligible Costs and Activities

  • Costs related to preparing the subsidy application and reporting.
  • Payments to businesses or subcontractors listed in the Registre des entreprises non admissibles aux contrats publics (RENA), salaries of persons holding 10% or more of the business, and payments in shares, dividends, or stock options.
  • Administrative, operating, travel, lodging, and project financing costs, including loan repayment, contingencies, taxes, and interest on a loan.
  • Land or property acquisition and development costs, construction work covered by the Building Act, and the rental, acquisition, construction, expansion, or modification of a building.
  • Marketing costs, life-cycle analyses, environmental product declarations, safety equipment, fire protection systems, rolling equipment, and projects whose products are only energy or heat.

Selection criteria

  • Productivity of materials through added value and diversification of the product mix, with a mandatory minimum score of 80% for this criterion.
  • Strategic nature of the plant, including supply, plant profitability, plant condition and project risks, vulnerability of the project site's locality, and synergies in the industrial ecosystem.
  • Pertinence and coherence, including clear and realistic objectives and an adequate product development process.
  • Credibility and execution, including application clarity and quality, target market knowledge, technology knowledge or expertise, economic viability, a credible financing structure, and realistic stages and schedule.
  • Potential impacts, including the company's competitive advantage, ability to open or strengthen access to new markets, and reproducibility potential; projects must obtain an overall passing score of 75%, and additional eliminatory criteria linked to demonstrated supply issues must score at least 60% each when applicable.

How to apply

  • Read the Guide du requérant before preparing the application.
  • Complete the application form and the eligible expenses table.
  • Attach the supporting documents requested in Annex II of the guide.
  • Submit the application by email to PIB@mrnf.gouv.qc.ca.

Processing and Agreement

  • An acknowledgement of receipt is sent after submission; it confirms receipt only and does not confirm admissibility.
  • The MRNF then reviews the file for completeness, compliance, and admissibility; incomplete or non-compliant applications are refused.
  • Admissible applications are evaluated by a selection committee composed of at least three MRNF experts.
  • Each admissible project receives a score and is ranked; projects are selected in priority order until the available budget is exhausted.
  • Selected applicants receive an announcement letter and must sign a subsidy agreement with the minister.

Additional information

  • A submitted application is final and cannot be modified, replaced, or resubmitted while the call for projects remains open.
  • Only complete applications will be considered; incomplete applications are deemed inadmissible and automatically refused.
  • The maximum total size of attachments must not exceed 25 MB.
  • The applicant guide applies exclusively to the current call for projects for Volet 3.
