Eligibility
Who is eligible?
- Legally incorporated for-profit companies or groups of companies
- Applicants operating in the forest products industry or using products from that industry
- For Component 1B, applicants that can also demonstrate financial capacity for the investment project resulting from the study
Who is not eligible
- Equipment suppliers.
- Companies whose main activity is the production of energy or heat.
- Research centers.
- Companies providing services to the forestry industry cannot submit an application directly.
Eligible expenses
- Direct material costs.
- Equipment, rental, acquisition, and installation costs directly related to the project, including transport, customs, and transport insurance costs.
- Essential software, sampling and quality control, as well as technology transfer goods or rights.
- Study, research and consulting work, study and advisory fees, subcontracting, regular salary expenses, and professional fees.
- Documentation, certification and approval fees, prototype or system production, project management fees, and innovation-related training.
Ineligible Costs and Activities
- Costs related to preparing the grant application and accountability reporting
- Administrative, operating, and financing costs
- Travel and subsistence expenses
- Land, building, and real estate acquisition, construction, enlargement, or modification costs
- Marketing costs, life-cycle analyses, environmental product declarations, and safety equipment

Selection criteria
- Level of innovation of the process, technology, equipment, system or product.
- Strategic nature of the plant.
- Relevance and coherence of the project.
- Credibility and implementation.
- Potential benefits; the minimum passing score is 75 %, the mandatory knockout criterion must reach at least 80 %, and additional disqualifying criteria related to procurement, when applicable, must each reach at least 60 % each.

- Attach the supporting documents requested in Appendix II of the Applicant Guide.
- Submit your application to PIB@mrnf.gouv.qc.ca.
Processing and Agreement
- Applications that are complete and admissible are evaluated by a selection committee composed of at least three MRNF experts.
- The committee may use a consultant expert if needed.
- Each committee member must declare that they are not in a conflict of interest or apparent conflict of interest before reviewing projects.
- If a request is accepted, a subsidy agreement must be signed between the applicant and the minister.
- For investment projects, payment terms depend on the project amount and require approval of interim and final reporting.
