Eligibility

Who is eligible?

  • For-profit businesses
  • Businesses incorporated in Canada federally or provincially
  • Small and medium-sized businesses with 499 or fewer full-time equivalent employees
  • Businesses conducting research and development activities in Canada
  • Businesses meeting the Canada-based wages, full-time equivalent employees, and senior executive thresholds

Eligible expenses

  • Salaries paid regularly by the employer during the project, excluding sick leave, vacation pay, profit, overhead, incentives and bonuses
  • Contractors’ and subcontractors’ fees
  • Travel expenses and reports and studies
  • Indirect costs up to 15% of eligible costs
  • Materials, patenting costs, and capital costs for equipment, test tools and instruments specifically required for the project

Ineligible Costs and Activities

  • Purchase or rental of land or buildings, renovation or construction, and other facilities and related real property costs
  • Financing costs, legal fees, and loan interest
  • Goods or services received as gifts or non-financial contributions
  • Property taxes
  • Lobbyist fees

Selection criteria

  • Proposals must pass all mandatory criteria and, for direct Phase 2 entry, achieve at least 65 of 130 points.
  • Post-evaluation selection will give priority to firms with a demonstrated track record of building robotic training platforms for clients.
  • Selection may also consider departmental priorities, previous investments, the strengths of each proposal, similar initiatives, and the technology readiness level.

How to apply

  • Go to the challenge page on the Innovative Solutions Canada website and click Propose a solution.
  • Complete and submit the proposal using the electronic application form; other formats are not accepted.
  • If you cannot submit online, contact the Secretariat at solutions@ised-isde.gc.ca to arrange delivery before the closing date and time.
  • A successful submission generates an automatic email acknowledgement.

Processing and Agreement

  • Proposals are evaluated by NRC IRAP subject matter experts or other departmental experts, and external specialists may be used if needed.
  • Canada may request clarifications or verifications during evaluation, and failure to respond may result in the submission being declared non-responsive.
  • Responsive proposals are placed in the challenge prequalified directory, but this does not guarantee selection or funding.
  • To receive funding, a proposal must meet program requirements, be selected by Canada, and satisfy all requests made by Canada.
  • Beneficiaries may be asked to provide interim reports, a final report, and responses to business surveys for up to 5 years after project end.

Additional information

  • The successful applicant will be expected to travel to NRC's Aerospace Manufacturing Technology Center in Montreal to demonstrate the system and provide training.
  • Kick-off meetings, progress review meetings, and the final review meeting will be conducted by telephone or videoconference.
  • The system may be made available to NRC for a mutually agreeable specified time for further testing and validation at their facilities.
