Overview
Innovative Solutions Canada’s Testing Stream offers up to 2,300,000 CAD to Canadian offerors for late-stage pre-commercial prototypes that enhance Government of Canada operational awareness and response capacity in remote, austere, maritime, Arctic and coastal environments. Eligible solutions include docked RPAS, Arctic and coastal uncrewed systems, and automated shipbuilding and maintenance technologies.

Who is eligible?
- Canadian offerors.
- Eligible Canadian SMEs may apply to the Pathway to Commercialization.
Who is not eligible
- Offerors whose proposed innovation, or any other version of it, has previously been awarded a contract under the Build in Canada Innovation Program, the Canadian Innovation Commercialization Program, or the Innovative Solutions Canada Testing Stream.
- Offerors whose proposed innovation, or any other version of it, is currently active in a pool of conditionally qualified innovations and has not expired or been withdrawn before solicitation closing.
- Offerors submitting a proposed innovation that is not sufficiently different from a similar or identical innovation already active in a pool and not withdrawn before closing.
Selection criteria
- Stage 3 PS1, Advance on state of the art, is scored at 2, 12, 24 minimum, or 40 points.
- Stage 3 PS2, Intellectual Property (IP) Strategy, is scored at 0, 8 minimum, or 12 points.
- Stage 4 PR1, Equity, Diversity, and Inclusion (EDI) Benefits, is scored at 0, 4, 8, or 12 points.
- Stage 4 PR2, Commercialization strategy, is scored at 0, 8, or 32 points.
- An offer must score a minimum of 60 points out of 96 from Stage 3 and Stage 4 to be conditionally qualified.

- Read the solicitation documents before submitting a proposal.
- Apply or log in through the online application portal.
Processing and Agreement
- Offers are assessed through Stage 1, Stage 2, Stage 3 and Stage 4 criteria before conditional qualification.
- To be conditionally qualified, an offer must score at least 60 points out of 96 across Stage 3 and Stage 4.
- After the initial ISC Testing Stream contract is completed, eligible Canadian SMEs may apply to the Pathway to Commercialization within 12 months.
- PTC applicants are assessed against the PTC entry criteria and may be placed on a source list for government departments to browse and purchase innovations for up to three years.
