Eligibility
Who is eligible?
- For-profit small businesses incorporated in Canada, federally or provincially, that meet the stated eligibility criteria.
Eligible geographic areas
- Canada: the applicant’s research and development activities must take place in Canada.
Selection criteria
- Mandatory pass/fail assessment: the proposal must be within the challenge scope, address all Essential Outcomes, demonstrate a current TRL from 1 to 6 inclusive with supporting R&D justification, and meet one or more ISC definitions of innovation.
- Advancement over the state of the art is scored from 0 to 20 points based on demonstrated improvements and competitive advantages; the evaluation schema assigns 0, 5, 12 or 20 points.
- Additional Outcomes are scored from 0 to 10 points. Phase 1 science and technology risks and project risks are each scored from 0 to 10; the Phase 1 project plan is scored from 0 to 20; and the implementation team is scored from 0 to 20.
- Inclusivity is scored from 0 to 5 points; the Phase 1 financial proposal from 0 to 15; financial controls, tracking and oversight from 0 to 10; the Phase 2 overview from 0 to 12; and the commercialization approach from 0 to 12.
- Innovation, economic and public benefits to Canada are each scored from 0 to 2 points. Proposals must achieve an overall minimum pass mark of 50% to be deemed responsive.
Additional information
- No traveling will be required in Phase 1.
