Overview
Trois-Rivières’ Revitalization of old neighborhoods program provides an automatic municipal property tax credit on the added assessed value for up to 60 months (5 years): 100% for residential buildings and 70% for commercial or industrial buildings (maximum amount not specified). It aims to offset tax increases following construction, reconstruction, renovation, expansion, transformation, or restoration work on eligible buildings located in the designated “old neighborhoods” sectors.
Activities funded
- Construction of a building in an eligible “old neighbourhood” area (vieux quartiers).
- Reconstruction of a building in an eligible “old neighbourhood” area (vieux quartiers).
- Renovation of a residential, commercial, or industrial building in an eligible “old neighbourhood” area (vieux quartiers).
- Expansion (building addition) of a residential, commercial, or industrial building in an eligible “old neighbourhood” area (vieux quartiers).
- Transformation (conversion) of a building so it remains or becomes, in whole or in part, residential, commercial, or industrial, in an eligible “old neighbourhood” area (vieux quartiers).
Eligibility
- The project must involve construction, reconstruction, renovation, expansion, or transformation work that increases the property’s taxable value.
- The building must be located within Trois-Rivières’ designated “old neighborhoods” (vieux quartiers) application area.
- The work must relate to a building that remains or becomes (in whole or in part) residential, commercial, or industrial after the work.
- The property must be eligible for the issuance of a municipal assessment certificate under Québec’s Act respecting municipal taxation (the tax credit applies from the certificate’s effective date).
- The applicant must be the owner of the property (the tax credit is applied automatically to the property tax bill and is transferable to subsequent owners).
Who is eligible?
- Owners of buildings located in the “old neighbourhoods” of Trois-Rivières who have carried out work on a residential building.
- Owners of buildings located in the “old neighbourhoods” of Trois-Rivières who have carried out work on a commercial building.
- Owners of buildings located in the “old neighbourhoods” of Trois-Rivières who have carried out work on an industrial building.
Who is not eligible
- Properties/buildings that already benefit from another municipal property tax credit program (for the same work).
Eligible expenses
- Costs of construction, reconstruction, renovation, expansion or conversion work that increases the property’s taxable value (added value) for a building located in the “old neighbourhoods” area (residential, commercial or industrial portion).
Eligible geographic areas
- Properties (and therefore beneficiary businesses) located in the City of Trois‑Rivières’ “old neighbourhoods” (vieux quartiers), as defined in the municipal by-law (2016, chapter 46) and its annex maps.
Selection criteria
- Processing of applications according to the date of registration and the order of arrival when the application is complete (until the allocated funds are exhausted).
How to apply
1
Check eligibility and location
- Confirm the property is located in the “old neighborhoods” (“vieux quartiers”) as defined in the municipal by-law and shown in the program leaflet
- Verify the project involves construction, reconstruction, renovation, expansion or transformation that increases the property’s taxable value
2
Confirm building eligibility
- Confirm the building is residential or becomes residential (in whole or in part), or is a new residential, commercial or industrial building built on a serviced lot
- Ensure the building is not benefiting from another municipal tax credit program for the same works
3
Obtain assessment certificate
- Complete the planned work and obtain the assessment certificate issued under the Act respecting municipal taxation
- Note that eligibility is tied to the effective date of the certificate
4
Receive automatic tax credit
- Wait for the tax credit to be applied automatically to the property tax bill based on the added value
- Be aware the credit is transferred automatically from one owner to another
5
Contact the City if needed
- For questions, contact the City at 311 or 819 374-2002 (outside Trois-Rivières)
- Email: 311@v3r.net
Additional information
- The program is offered subject to budget availability and may end when funds are exhausted.
- The tax credit is applied automatically to the tax bill (no request required).
- The tax credit is automatically transferable from one property owner to another.
- Only one municipal property tax credit program can be used for the same work.
