Who is eligible?
- Provinces and territories, including provincial and territorial Crown corporations.
- Municipalities, local and regional governments.
- Indigenous governments, tribal councils and other forms of regional government, nationally or regionally representative Indigenous organizations, and/or Indigenous development corporations.
- Canadian not-for-profit and for-profit private sector organizations legally incorporated or registered in Canada.
- Canada Port Authorities and National Airports Systems Airport Authorities.
Eligible expenses
- Preparation, including site preparation.
- Construction, rehabilitation, and improvement of transportation-related infrastructure assets.
- Prefeasibility and feasibility studies, engineering, planning and design work.
- Acquisition, installation and deployment of technologies such as sensors, data collection and information sharing systems.
- Limited administrative costs.
Ineligible Costs and Activities
- Arctic and northern regions transportation projects may be eligible for up to seventy-five percent (75%) of the total eligible expenditures as an exception.

- For Streams 1 and 2, one of Canada’s core trade corridors.
Selection criteria
- Priority may be given to applicants able to demonstrate that their project will be substantially completed by December 31, 2031.
- Stream 3 will prioritize projects seeking funding contributions of under $25 million.
How to apply
- Only applicants specifically invited by Transport Canada (TC) may submit a mandatory expression of interest for Stream 1.
- If successfully screened-in, applicants will be invited to submit a project proposal by June 26, 2026, at 5:00 pm Eastern Time.
- Applicants for Streams 2 and 3 may submit a project proposal directly.
- Stream 2 project proposals are due by July 31, 2026, at 5:00 pm Eastern Time.
- Stream 3 project proposals are due by September 25, 2026, at 5:00 pm Eastern Time.
Processing and Agreement
- Only applicants specifically invited by Transport Canada (TC) may submit a mandatory expression of interest for Stream 1.
- Stream 1 applicants who are successfully screened-in will be invited to submit a project proposal.
- Applicants may submit a project proposal directly for Streams 2 and 3, and no formal invitation from TC is required.
- TC will assess project proposals and issue funding decisions, approval in principle letters, and letters of regret.
- Successful applicants are expected to finalize and sign the contribution agreement within a reasonable delay of six to twelve months after the approval-in-principle letter.

- Transport Canada will offer webinars in both official languages during March and April.
- Stream 1 is invitation-based and only invited applicants may submit a mandatory expression of interest.
- Streams 2 and 3 do not require a formal invitation from TC.
