Eligibility

Who is eligible?

  • Provinces and territories, including provincial and territorial Crown corporations
  • Municipalities, local and regional governments
  • Indigenous governments, tribal councils, and other forms of regional government
  • Nationally or regionally representative Indigenous organizations and Indigenous development corporations
  • Canadian not-for-profit and for-profit private sector organizations legally incorporated or registered in Canada

Eligible expenses

  • Site preparation, construction, rehabilitation and improvement of transportation-related infrastructure assets
  • Prefeasibility and feasibility studies, engineering, planning and design work
  • Acquisition, installation and deployment of technologies such as sensors, data collection and information sharing systems
  • Limited administrative costs

Ineligible Costs and Activities

  • Costs incurred before the approval-in-principle letter or after the final claim date
  • Land acquisition costs and associated real estate fees
  • Project application preparation or development costs
  • Financing charges and interest payments on project loans
  • Purchase of rolling stock or mobile equipment

Selection criteria

  • Assessment considers the strength and clarity of the project proposal and its demonstrated capacity to advance the objectives of Stream 3 and the TDCF program.
  • Stream 3 proposals are assessed on the project’s expected increase in trade volumes and fiscal impact on the Government of Canada.
  • Priority may be given to projects able to demonstrate substantial completion by December 31, 2031.
  • Strong proposals should require the lowest amounts of non-repayable federal funding relative to total eligible costs.

How to apply

  • For Stream 3, submit a project proposal directly; no expression of interest or formal invitation from Transport Canada is required.
  • Use a Government of Canada-issued GCKey to access the TDCF online application portal.
  • Submit the project proposal through the TDCF online portal.

Processing and Agreement

  • Transport Canada will review EOI submissions for Stream 1 to determine whether projects can move forward to a project proposal.
  • Project proposals will be assessed by Transport Canada’s cross-disciplinary review committee, which will make funding recommendations to the Minister of Transport.
  • Final funding decisions are made by the Minister of Transport.
  • Applicants will be notified of the outcome by the TDCF team via email once the evaluation process is complete.
  • Successful applicants are expected to finalize and sign the contribution agreement within a reasonable delay of six to twelve months after the approval-in-principle letter.
