Who is eligible?
- Provinces and territories, including provincial and territorial Crown corporations
- Municipalities, local and regional governments
- Indigenous governments, tribal councils and other forms of regional government, nationally or regionally representative Indigenous organizations, and Indigenous development corporations
- Canadian not-for-profit and for-profit private sector organizations legally incorporated or registered in Canada
- Canada Port Authorities, subject to the Canada Marine Act, and National Airports System airport authorities
Eligible expenses
- Staff salaries and benefits directly related to construction activities, and certain non-construction salaries and benefits where internal staff use is justified and value for money is demonstrated
- Material costs and preparation, construction, rehabilitation and improvement of assets, including contractor fees, labour, materials, licenses, permits, and rental of construction machinery and equipment
- Environmental assessments, remedial activities, mitigation measures, and follow-up identified in an environmental assessment
- Purchase or lease of technologies, equipment, software, data and systems, plus telecommunication, data analysis, data collection and data validation services
- Professional fees, public outreach, travel, administrative expenditures, rental of meeting rooms and audio/video equipment for Indigenous consultations, hospitality, honoraria payments for Indigenous persons, and training costs related to new technologies, equipment, software and systems
Ineligible Costs and Activities
- Costs incurred before the approval-in-principle letter or after the final claim date
- Land acquisition costs and associated real estate fees, and costs of leasing land, buildings, and other facilities
- Legal costs, project application preparation or development costs, tax preparation costs, and costs related to audited financial statements and reports
- Financing charges and interest payments on project loans, rolling stock or mobile equipment, general repairs or maintenance, dredging for ongoing maintenance, services or works normally provided by the recipient, and certain equipment leasing or purchases
- Costs reimbursed from other sources, rebate-eligible PST/GST/HST, dividend payments, share buy-backs, shareholder distributions, executive compensation increases or management bonuses, cancelled project costs, and costs incurred after the Project Completion Date
Selection criteria
- Extent to which the project will result in additional volumes of trade with non-U.S. markets, including a clear link to enhanced trade flows through marine ports and the expected annual increase in throughput capacity.
- Extent to which the project presents an integrated, systems-based solution with multiple stakeholders, improves trade flows or connectivity, and benefits multiple users along the corridor.
How to apply
- Use a Government of Canada-issued GCKey to access the TDCF online application portal.
- Submit the project proposal directly through the portal; for Stream 2, an EOI is not required and no formal invitation from TC is required.
Processing and Agreement
- TC will send confirmation of receipt within 10 business days of receiving the submission.
- Project proposals will be assessed by TC’s cross-disciplinary review committee, which will make funding recommendations to the Minister of Transport.
- Final funding decisions are made by the Minister of Transport.
- Applicants will be notified of the outcome by the TDCF team via email once the evaluation process is complete.
- All project submissions will first be reviewed by the Canada Infrastructure Bank to determine whether they may be eligible for CIB financing, and TC may adjust its contribution if financing is offered.
