- Consultants and other qualified professionals
- Honoraria, hospitality, participant costs, materials and supplies
- Travel costs and data collection
- Knowledge and development activities
- Salaries, wages, benefits, and evaluation costs

- Core, existing, or ongoing organizational activities
- Research activities outside the CFP objectives
- Fundraising costs
- Capital costs, land or building purchases, and motor vehicles
- Alcohol, illegal substances, gifts, and recognition payments

Processing and Agreement
- Applications are first screened for eligibility and completeness
- Applications are then assessed against program objectives and priorities
