Eligibility
Who is eligible?
- Not-for-profit organizations.
- Municipalities.
- Provincial or territorial governments, institutions, and Crown corporations.
- Indigenous organizations.
- Coalitions, networks, and committees.
- Educational institutions, health and social services institutions, and research organizations or institutes.
- For-profit organizations with non-commercial project activities.
Who is not eligible
- For-profit organizations proposing commercial, profit-generating activities.
- Organizations applying for both the Contributions stream and the Grants stream.
- Organizations submitting more than one application under this Call for Proposals.
Eligible expenses
- Consultants and other qualified professionals.
- Honoraria, hospitality, participant costs, materials and supplies, travel, and data collection.
- Knowledge-sharing, evaluation, salaries and benefits.
- Other reasonable costs approved by the Department.
Ineligible Costs and Activities
- Fundraising costs.
- Parking tickets, fines, and penalties.
- Entertainment, alcohol, illegal substances, gifts, and recognition payments.
- Capital construction costs, land or building purchases, and motor vehicle purchases.
- Core, existing, or ongoing organizational activities and research activities.
- Activities that build organizational capacity to manage and deliver SDG projects.

- Quebec organizations may be subject to provincial approval requirements.
Selection criteria
- Alignment with stream objectives and funding priorities.
- Feasible timelines and expected results.
- Partnership, collaboration, innovation, and impact.
- Reasonable project costs.
- Additional consideration for national scope, SDG coverage, Indigenous knowledge, and in-kind contributions.
How to apply
- Step 1: Create or access GCOS
- Register for a GCOS account if needed.
- Use the online service to start your application.
- Step 2: Complete the application package
- Fill out Application for Funding (EMP 5523).
- Complete Budget Detail Template Set A (EMP5569).
- Gather supporting information such as business number, partnership details, and governance documents if applicable.
- Step 3: Submit the application
- Submit through GCOS, or by email, or by mail.
- If submitting by email or mail, use the program application form and send it to ESDC.
- Step 4: Receive confirmation
- GCOS submissions receive an immediate acknowledgment and tracking number.
- Mail submissions receive an acknowledgment by email within 14 days.
Processing and Agreement
- Applications are screened for eligibility first.
- Eligible applications are then assessed against program objectives, capacity, and priorities.
- Funding decisions are expected in Summer 2024.
- Applicants are notified in writing by email.
- A funding agreement must be signed before activities start.
Additional information
- Eligible organizations may submit only one application under this Call for Proposals.
- If applying to the Contributions stream, organizations cannot also apply to the Grants stream.
- Applications from Quebec organizations may require Quebec government approval before funding can be issued.
- The program is closed and no longer accepting applications.
